RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Support a Funding Agreement between the County of Monterey Health Department (“Health”) and the Big Sur Health Center, Inc. (“BSHC”) in the amount not to exceed $30,000 to assist with the direct operational costs of providing medical services to the clients residing in Big Sur and the surrounding area during Fiscal Year (FY) 2025-26, FY 2026-27, and FY 2027-28; and

b. Authorize the Director of Health Services or their designee to execute a Funding Agreement with BSHC to provide funding in an amount not to exceed $30,000 to assist with the direct operational costs of providing medical services to the clients residing in Big Sur and the surrounding area, with an Agreement term beginning July 1, 2025 through June 30, 2028.

 

SUMMARY/DISCUSSION:

The Big Sur Health Center, Inc. (BSHC) a California nonprofit corporation, is a rural health clinic that provides primary care to a population with access-to-care challenges. Health believes in partnering with a local primary care provider to provide case management, nutrition education, immunization clinics and other direct health services to residents of Big Sur and the surrounding area.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 1. 1. Build Community Power and Partners’ Capacity to Increase Equity and Improve Health, 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services, 3. Enhance Employee Wellbeing and Workforce Capacity, and 4. Deepen Organizational Effectiveness and Support Long-Term Sustainability. It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems, 2. Diagnose and investigate health problems and health hazards in the community, 4. Mobilize community partnerships and action to identify and solve health problems, 5. Develop policies and plans that support individual and community health efforts, and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The offices of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is 100% funded with Health Realignment. There are sufficient appropriations in the Health Department’s (001-HEA014-8600), FY 2025-26 Recommended Budget and will be included in the FY 2026-27 and FY 2027-28 Requested Budget.
