a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley for $450,000 to provide home-delivered and restaurant delivered meals to seniors living in the South Monterey County area for the period December 1, 2020 through June 30, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% ($45,000) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley for $450,000 to provide home-delivered and restaurant delivered meals to seniors living in the South Monterey County area for the period December 1, 2020 through June 30, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% ($45,000) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/ DISCUSSION:
Meals on Wheels of the Salinas Valley (MOWSV) improves the health and well-being of seniors who cannot shop or cook for themselves by delivering nutritious meals to their homes and this is especially true during the COVID-19 Pandemic. This service pilot is to respond to the urgent needs of South County seniors for meals to help them shelter in place. It will also streamline a variety of services under one contractor.
This Agreement is in alignment with other meal services provided by MOWSV and is funded by California Department of Aging’s Coronavirus Aid, Relief, and Economic Security (CARES) Act. Although MOWSV is an established vendor for these types of services due to a formal award through the Request for Proposal #10606 in April 2017, the California Department of Aging is not requiring strict adherence to those protocols during the state emergency status due to COVID-19.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
Funding, in the amount of $804,975, is provided by the California Department of Aging through the Area Agencies on Aging from the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act. Sufficient appropriations and estimated revenues for SOC010 are included in the FY 2020-21 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services to seniors in Monterey County.
