RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute a Amendment No. 1 to the Standard Agreement A-17203 with The Santa Cruz Lesbian and Gay Community Center dba The Diversity Center for the continued provision of training, consultation, curriculum development and community outreach services to aid in the fulfillment of the approved Rainbow Connections Mental Health Services Act (MHSA) Innovation Plan, adding funds in the amount of $295,000 for a new total not to exceed amount of $1,036,130 and adding a year to the term for a new revised term of January 1, 2025 through June 30, 2027.

 

SUMMARY:

This Amendment No. 1 to the Standard Agreement with The Santa Cruz Lesbian and Gay Community Center dba “The Diversity Center” will enable their continued provision of training, consultation, curriculum development, event production, and community outreach services to aid in the fulfillment of the approved “Rainbow Connections” MHSA Innovation Plan concluding June 30, 2027.

 

DISCUSSION:

On May 25, 2023, the County of Monterey Behavioral Health Bureau received approval from the Mental Health Services Oversight and Accountability Commission (MHSOAC) for the “Rainbow Connections” Mental Health Services Act (MHSA) Innovation Plan. This Innovation Plan aims to improve the mental health outcomes and functioning of LGBTQ youth and their families by promoting interagency communication and collaboration across youth-serving systems, and through building capacity among youth-serving adults to identify and respond affirmatively to the needs of LGTBQ youth up to age 24. Multiple vendors assist COUNTY in the implementation and evaluation of the Rainbow Connections Innovation Program, which to-date has already received recognition from County and State leadership. The Diversity Center has been integral in the development and implementation of this project, and will continue to maintain an important role through the conclusion of this project ending June 30, 2027, by providing training, consultation, curriculum development, event production, and community outreach services to COUNTY and other “Rainbow Connections” program partners.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act (MHSA) Innovation funds (100%). The funds for this Agreement are included in the Health Department Behavioral Health Bureau (Fund 1310, Department 400005) Fiscal Year (FY) 2026-27 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS

The recommended action supports the Board of Supervisors' Strategic Plan Goals of Well-Being and Quality of Life by creating a system of care aimed at improving outcomes for LGBTQ youth and their families, including the training and support for school staff, other professionals and adults that are responsible for the development and well-being of youth to identify LGBTQ-specific needs and refer them to appropriate care.
