a. Authorize the Sheriff to submit a joint grant application with the City of Salinas to the U.S. Department of Justice, Office of Justice Programs for the 2012 Justice Assistance Grant (JAG) Program in the amount of $15,801 to purchase mobile data systems; and
b. Authorize the County Administrative Officer to sign a Memorandum of Agreement as well as a joint application for the grant with the City Manager of Salinas.

RECOMMENDATION:  
It is recommended that the Board of Supervisors:
a. Authorize the Sheriff to submit a joint grant application with the City of Salinas to the U.S. Department of Justice, Office of Justice Programs for the 2012 Justice Assistance Grant (JAG) Program in the amount of $15,801 to purchase mobile data systems; and
b. Authorize the County Administrative Officer to sign a Memorandum of Agreement as well as a joint application for the grant with the City Manager of Salinas.
 
SUMMARY/DISCUSSION:  
The Monterey County Sheriff's Office has become aware of the availability of grant fund under the U.S. Office of Justice Planning, Edward Byrne Memorial Justice Assistance Grant (JAG) Program. This particular JAG grant usually is allocated to the County and other cities within the County based on certain processes and formula.  For 2012 JAG Program, only the City of Salinas and the County have received the allocation.  Since the fund can be used in various law enforcement and prosecution areas, it has been agreed that the District Attorney's Office and the Sheriff's Office will alternate to use the fund allocated to the County and it is the Sheriff's Office's turn to use the 2012 fund.
 
The Sheriff's Office relies on a variety of State and Federal grants to provide a portion of the financial support needed by the department to enhance its ability to provide service to the citizens of Monterey County.  The fund can be used in various law enforcement and prosecution and court programs.  The Sheriff's Office would like to use the fund to purchase mobile data systems for the Sheriff's patrol vehicles. The deadline for submitting the grant application is May 14, 2012.
 
OTHER AGENCY INVOLVEMENT:
The agreement has been approved by the County Counsel's Office as to legal form.  The City of Salinas supports this action and is prepared to enter into a Memorandum of Understanding.
 
FINANCING
Approval of recommended actions will have no impact on the County General Fund.  There is no cash match required.
