RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts & Purchasing Officer or their designee to execute Amendment No. 3 to the Agreement with David Gambetta dba Dave’s Repair Service to increase the not to exceed amount by $42,000 bringing the potential overall Agreement aggregate not to exceed amount to $326,438 and extend the term one year to June 30, 2026.

 

SUMMARY/DISCUSSION:

The County and David Gambetta dba Dave’s Repair Service, (hereinafter “Contractor” or “Dave’s Repair Service”) request to increase the Agreement’s not to exceed amount by $42,000 for a total not to exceed amount of $326,438 to allow Contractor to continue to provide inspections, air quality testing, tank monitoring certifications, preventative maintenance and on-call repairs and services for aboveground and underground storage tanks for County-owned fueling stations and sites.

 

On September 10, 2019, County entered into an agreement with Contractor for inspections, air quality testing, tank monitoring certifications, preventative maintenance and on-call repairs and services for aboveground and underground storage tanks for County-owned fueling stations and sites.

 

On August 5, 2022, County and Contractor entered into a Renewal and Amendment No. 1 to retroactively extend the term to June 30, 2024, increase the not to exceed amount by $111,580 to $258,580 and update the scope of work.

 

On June 28, 2024, County and Contractor entered into Amendment No. 2 to extend the term to June 30, 2025, and increase the not to exceed amount by $25,858 to $284,438.

 

Public Works, Facilities and Parks (PWFP) - Fleet Operations staff has identified the need to increase the not to exceed amount by $42,000 and extend the term to June 30, 2026. PWFP recommends approval of proposed Amendment No. 3 for Fleet Operations to continue utilizing Contractor’s aboveground and underground fuel storage tank services. Increasing the not to exceed amount and extending the term will allow the County to continue procuring these services to ensure the continuity of County’s fleet services and allow time for staff to issue a Request for Proposal for these services.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the proposed Amendment No. 3 as to form, insurance and indemnification, and fiscal provisions, respectively.

 

FINANCING:

Funding for the increased cost requested for proposed Amendment No. 3 has been included in the adopted and recommended budgets for Fleet - Fund 001, Unit 8577, Appropriation Unit PFP065 for Fiscal Years 2025 and 2026, with budgeted amounts for Dave’s Repair Service of $60,000 and $62,400, respectively.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the recommended Amendment No. 3 will allow for the continuity of County’s fleet operations and compliance with mandatory safety requirements. The recommended actions support the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.
