RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.  Adopt Plans and Special Provisions for the Bridge Preventive Maintenance Project (Methacrylate & Polyester Overlay), Project No. 1143, Federal Aid Project No: BPMPL-5944(122); and

 

b.  Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY:

Adoption of the Plans and Special Provisions to the Standard Specifications will authorize the Resource Management Agency to proceed with advertising of the Bridge Preventive Maintenance Project (Methacrylate & Polyester Overlay), Federal Aid Project No: BPMPL-5944(122), Project No. 1143.

 

DISCUSSION:

The work to be done, in general, consists of bridge deck treatment for 5 bridges with polyester concrete overlay and bridge deck treatment for 11 bridges with a high molecular weight methacrylate; including but not limited to traffic control, repairing of bridge joint seals, paving bridge approaches with hot-mix-asphalt, and pavement delineation.  The bid opening is set for May 12, 2017 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  Project construction is scheduled to begin in August 2017.

 

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to be perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CCR § 15301 Existing Facilities).

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions respectively.

 

FINANCING:

Total estimated project cost, including project management, engineering, and construction, is $2,667,061.  The project is funded by the Federal Highway Administration Bridge Preventative Maintenance Program in the amount of $2,361,149 and Road Fund in the amount of $21,763.  The allocated Road Fund amount was used as a local match for FY16 and FY17.  For FY18, anticipated TAMC Measure X funds in the amount of $284,119 will be used as a local match to the federal grant funds.  Appropriations will be programmed in FY17-18 Road Fund (Fund 002, Unit 8195) to finance the construction phase of the project.
