RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Contracts & Purchasing Officer or their designee to execute an Agreement with Tek84 Inc., for two (2) body scanners, in an amount not to exceed $387,455 for the period of September 15, 2023, through November 1, 2030.

 

SUMMARY:

The Monterey County Sheriff’s Office (MCSO) was authorized by the Board on April 3, 2018 (A-13853) to purchase two (2) Soter RS contraband scanners for the purpose of scanning incarcerated people for contraband.

 

The current agreement has expired and the contraband scanners are overly large requiring placement within the secure portion of the County Jail.  In addition, the existing scanners are obsolete and without a current warranty. MCSO intends to purchase two (2) new body scanners similar to those purchased by the Probation Department. The scanners have a much smaller footprint and one will be placed in a location so as to ensure that arrestees being checked into the jail are properly scanned prior to entering the secure portion of the facility for processing. If the arrestee is identified to have a foreign object/contraband within their person during the scanning process that person will be taken to a local hospital for medical clearance by the law enforcement agency that is trying to get the arrestee processed into the Jail to ensure the arrestee is clear for incarceration. This will save the MCSO resources and funding since the law enforcement agency will be responsible for the arrestee until that arrestee is checked in/processed.  In addition, it will also reduce the opportunity for illicit and/or hazardous substances to enter the secure portion of the Jail. 

 

The second scanner will be located within the jail housing area and will be utilized with incarcerated persons when they are moving about the facility.

 

The Sheriff requests approval of the contract because it is necessary to ensure the safety of incarcerated persons, our Corrections team, the support persons from contracted vendors, and volunteers who support Jail operations. The two scanners come with a two (2) year warranty, however, MCSO is purchasing a five (5) year extended warranty, at a discount, to ensure the scanners operate efficiently so they continue to detect contraband at intake thus limiting, if not eliminating, the amount of contraband coming into the facility by new arrestees and at another location within the jail housing area that will be utilized with inmates when they are moving about the facility.

 

The vendor is honoring pricing pursuant to a separate County of Orange Cooperative Agreement to which the County of Monterey is not a signatory. The competitive pricing includes shipping, installation, and training of staff.

 

The agreement ends on November 1, 2030, because the warranty will start after we have received the equipment (which takes at least three (3) weeks to arrive) and the installation of equipment.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions.

 

FINANCING:

All available ongoing revenues have been allocated. The department will carefully manage and monitor the provided appropriations, and work with Probation Department and Community Corrections Partnership for AB109 funding, and endeavor to absorb these increases and return at midyear if budget modifications are needed.
