a. Accept a Children and Youth Behavioral Health Initiative (CYBHI) Evidence-Based Practices (EBP) and Community-Defined Evidence Practices Grant Program Round Three: Early Childhood Wraparound Services grant award, in the amount of $500,000 from the California Department of Health Care Services (DHCS), to expand the Nurse Family Partnership team by 1.0 FTE Public Health Nurse II (PHN II) to a total of 5.0 FTE PHN IIs, for the term beginning the date of execution by both parties through June 30, 2025; and
b. Authorize the Director of Health Services or designee to execute the Implementation Subaward Agreement issued by The Department of Health Care Services (DHCS) and its Third-Party Administrator, the California Institute for Behavioral Health Solutions (CIBHS), along with Heluna Health, (“Heluna Health”) between the County of Monterey (“County”) and Heluna Health, the administrative entity for the CYBHI - EBP Round Three grant, for professional services to be performed by County as a Heluna Health subcontractor, in the total amount of $500,000, for the term beginning the date of execution through June 30, 2025; and
c. Approve and authorize the Director of Health Services or designee to approve future amendments that do not significantly change the scope of services.

RECOMMENDATION
It is recommended that the County of Monterey Board of Supervisors:
a. SUMMARY DISCUSSION
County of Monterey Public Health Bureau's Nurse Family Partnership is an evidence-based program that pairs a nurse with a first-time parent to provide support starting in pregnancy and continuing until the child is two years old, supporting parents achieve their own goals so safe, strong, and thriving families prosper. Since January 2019, 186 families have enrolled in the County of Monterey’s NFP services, and 39 families have graduated when the child turned 2 years old.
This grant will focus on residents who qualify for NFP and have experienced trauma and/or who have experienced disparity in receiving physical or behavioral health services. Experienced trauma can have negative impacts on pregnancy and early childhood as well as attachment between infant and mother. For these reasons, the PHN II position funded by this grant will focus on serving clients who have experienced trauma and/or who have experienced disparity in receiving physical or behavioral health services.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 1. Empower the community to improve health; 2. Enhance public health and safety through prevention and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports five of the ten essential public health services, specifically: 1. Assess and monitor population health status, factors that influence health, and community needs and assets; 2. Investigate, diagnose, and address health problems and hazards affecting the population; 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy; and 8. Build and support a diverse and skilled public health workforce.
OTHER AGENCY INVOLVEMENT
The Offices of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING
There is no impact on the General Fund in accepting this grant. Health’s FY 2024-25 Adopted Budget (001-4000-8124-HEA003) includes appropriations for this grant.
