a. Approve transferring $50,000 from the Board of Supervisors (District 5) discretionary funds to General Fund and assign said funds to support the Department of Emergency Management's Tiger Dams flood mitigation project in the Paso Hondo neighborhood within District 5;
b. Authorize and direct the Auditor-Controller to amend the Department of Emergency Management’s Fiscal Year (FY) 2026-27 adopted budget General Fund 1001-1040-104001-DEM100 increasing appropriations by $50,000 financed by an operating transfer in of $50,000 from the General Fund 1001-1050-10005-BOS100 (4/5ths vote required); and
c. Authorize and direct the Auditor-Controller to transfer $50,000 in FY 2026-27 from the General Fund 1001, Board of Supervisors Appropriation Unit BOS100 to 1001 General Fund, Appropriation Unit DEM100, unit 104001 (4/5ths vote required).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve transferring $50,000 from the Board of Supervisors (District 5) discretionary funds to General Fund and assign said funds to support the Department of Emergency Management's Tiger Dams flood mitigation project in the Paso Hondo neighborhood within District 5;
b. Authorize and direct the Auditor-Controller to amend the Department of Emergency Management’s Fiscal Year (FY) 2026-27 adopted budget General Fund 1001-1040-104001-DEM100 increasing appropriations by $50,000 financed by an operating transfer in of $50,000 from the General Fund 1001-1050-10005-BOS100 (4/5ths vote required); and

SUMMARY/DISCUSSION:
If approved, $50,000 in District 5 discretionary funds will be transferred to the General Fund and assigned for Department of Emergency Management to support the Tiger Dams project in the Paso Hondo neighborhood within District 5. The project will enhance the County's emergency preparedness and flood response capabilities by providing deployable flood barriers to help protect residents, homes, and public infrastructure during severe weather and flooding events.
PUBLIC PURPOSE FINDINGS:
In approving this expenditure, the Board of Supervisors finds that the expenditure is for a public purpose and the transaction is not prohibited by Article XVI, Section 6 of the California Constitution. Any benefit to an individual is incidental to the significant public purpose identified in the description above.
OTHER AGENCY INVOLVEMENT:
County Administrative Office has coordinated with the Office of the County Counsel and the Department of Emergency Management.
FINANCING:
If approved, $50,000 will be transferred from unused District 5 discretionary funds in General Fund 1001 Appropriation Unit BOS100 to General Fund 1001, Appropriation Unit DEM100. The funds will be assigned in fund balance and made available to support the Department of Emergency Management's Tiger Dams flood mitigation project in the Paso Hondo neighborhood within District 5.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This action supports the Board of Supervisors Strategic Plan by providing funding for the Department of Emergency Management's Tiger Dams flood mitigation project, which enhances emergency preparedness, protects public infrastructure, and strengthens community resilience to flooding within District 5.
