a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Central Coast Center for Independent Living (CCCIL) for $217,997 to provide housing navigation and stabilization services to eligible homeless transitional age youth populations for the period of August 1, 2022 through June 30, 2023; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($21,799) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Central Coast Center for Independent Living (CCCIL) for $217,997 to provide housing navigation and stabilization services to eligible homeless transitional age youth populations for the period of August 1, 2022 through June 30, 2023; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($21,799) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement will allow for housing navigation and stabilization services with the intent to locate, apply and secure affordable housing to eligible homeless youth populations. For purposes of this agreement, “Homeless Youth” is defined as an unaccompanied youth between 12 and 24 years of age, inclusive, who are experiencing homelessness. “Homeless Youth” includes unaccompanied youth who are pregnant or parenting.
Monterey County has received funding from several rounds of the Homeless Housing, Assistance and Prevention (HHAP) Grant program. HHAP provides local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. HHAP requires grant recipients to use at least eight (8) percent of their allocation towards services for homeless youth populations. A request for proposals (RFP) was conducted by the Monterey and San Benito Counties Continuum of Care to identify a provider that specializes in providing services for transitional age youth (TAY). For this program, TAY is defined as youth between the ages of 18 and 24 years of age. At the conclusion of the RFP process, Central Coast Center for Independent Living was awarded the contract. The Continuum of Care is also investing an additional $120,574.48 of their HHAP Round 1 youth set-aside funds towards this project through a separate agreement, for a total joint program of $338,571.14 for an 11-month period.
Central Coast Center for Independent Living (CCCIL) has more than seven years of experience providing rapid rehousing, housing navigation, housing stabilization, and case management services to consumers experiencing homelessness or at risk of becoming homeless in Monterey, Santa Cruz, and San Benito Counties. CCCIL will provide case management and wrap-around services to assist consumers with accessing medical and financial services, subsidized housing programs, housing stabilization services, referrals for behavioral health services and independent living services.
OTHER AGENCY INVOLVEMENT:
The Monterey/San Benito County Continuum of Care operator, the Coalition of Homeless Services Providers, has worked in partnership with the County to manage the RFP process and collaboratively build the scope of work and fund the service. The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
This agreement is funded with $121,370 of County Homeless Housing, Assistance and Prevention (HHAP) Round 1 funds and $96,626.40 of County HHAP Round 2 Funds. There are sufficient appropriations and estimated revenues included in the Social Services Community Program 001-SOC004-8258 FY 2022-23 Adopted Budget.
In addition, the Monterey County Continuum of Care is providing $120,574.48 of HHAP Round 1 funds through a separate agreement with CCCIL for the same program, for a total joint program of $338,571.14 for an 11-month period.
