RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

  a.  Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with First 5 Monterey County to provide Race, Equity, Diversity, and Inclusion (REDI) module for all Home Visiting Programs in Monterey County, retroactive to January 1, 2024, to June 30, 2028, for a total Agreement amount of $190,000; and

b.  Approve a non-standard Agreement as recommended by the Director of Health Services; and

c.  Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the combined amendments do not exceed 10% ($19,000) of the original amount and do not significantly change the scope, total not to exceed a maximum of $209,000.

 

SUMMARY DISCUSSION:

The Health Department seeks the Board of Supervisors’ support for a non-standard Agreement with First 5 Monterey County to provide Race, Equity, Diversity, and Inclusion (REDI) modules for all Home Visiting Programs in Monterey County funded by the California Home Visiting (CHVP) Innovation 2.0 grant program.

 

The CHVP Innovation 2.0 grant will expand Innovation 1.0’s goals of improving access to mental health services and treatment of Perinatal Mood and Anxiety Disorders and associated symptoms, and reduce stigma associated with receiving maternal mental health services. This is done through increasing reflective and therapeutic competencies of all Home Visiting programs in Monterey County (Nurse Family Partnership, Parents as Teachers, and Maternal Child Adolescent Home Visiting Program). Two new goals are included in Innovation 2.0 to sustain reflective practice training in Monterey County and increase home visiting staff’s understanding of racial equity and its impacts on maternal mental health.

 

Innovation 2.0 application and award process occurred during Fiscal Year 2023-2024. The grant funding may be used retroactively to cover costs occurred during the award process. Therefore, the Health Department requests approval for this agreement retroactively to January 1, 2024.

 

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: Goal: 1. Empower the community to improve health, and 4. Engage Health Department workforce and improve operational functions to meet current and developing population health needs. It also supports two of the ten essential public health services, specifically: 4. Strengthen, support, and mobilize communities and partnerships to improve health, and 8. Build and support a diverse and skilled public health workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

This Agreement is funded 100% by California Home Visiting (CHVP) Innovation 2.0. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2023-24 Adopted Budget, and appropriations are included in future fiscal years’ Requested Budgets.
