b. Authorize the Contracts/Purchasing Officer or their designee to sign future amendments, extensions, and any related documents pertaining to Agreement No. C5609805 (A-13987) with the State, subject to review and approval by the Office of County Counsel.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or their designee to sign Amendment No. 4 to Agreement No. C5609805 (A-13987) between California Department of Corrections and Rehabilitation and County of Monterey - Probation Department to increase the allocation of State funding to the County by $328,650 for a total contract amount not to exceed $1,704,300 and to extend the term for an additional year through June 30, 2025 to continue to reimburse the County for services provided to adult parolees participating in the Day Reporting Center operated by Probation’s subcontractor, GEO Reentry Services, LLC; and
b. Authorize the Contracts/Purchasing Officer or their designee to sign future amendments, extensions, and any related documents pertaining to Agreement No. C5609805 (A-13987) with the State, subject to review and approval by the Office of County Counsel.
SUMMARY/DISCUSSION:
The County of Monterey, Probation Department, entered Agreement No. C5609805 (Agreement) with the State of California, California Department of Corrections and Rehabilitation (CDCR) for reimbursement for services provided to parolees through the Day Reporting Center (DRC) operated by Probation’s subcontractor GEO Reentry Services, LLC for an original funding amount of $933,450 and for a term of September 1, 2020 through June 30, 2023. The Agreement has been amended three times to support the continuation of services. Amendment No. 1 updated the address of the DRC. Amendment No. 2 increased the funding amount by $80,000 for an updated contract amount not to exceed $1,013,450. Amendment No. 3 increased the funding amount by $362,200 for an updated contract amount not to exceed $1,375,650 and extended the term through June 30, 2024.
By means of the Agreement and long-standing partnership, CDCR and Probation are able to provide post-custody rehabilitative services through the DRC to parolees transitioning into the community post State incarceration. The DRC follows an evidence-based model and offers a variety of programs, including counseling, treatment, life skill classes, and employment services to eligible participants under Probation supervision and parolees under State supervision residing in Monterey County. The DRC is open seven days a week and has an expanded capacity of up to 100 clients per day.
CDCR and Probation wish to further amend the Agreement to continue partnering and providing these services to eligible participants. The proposed Amendment No. 4 increases the State funding amount by $328,650 for a total contract amount not to exceed $1,704,300 and extends the term for an additional year through June 30, 2025, to allow for the continuation of services through fiscal year 2024-2025.
OTHER AGENCY INVOLVEMENT:
Amendment No. 4 was approved by the Office of County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.
FINANCING:
The State will allocate $328,650 for the period of July 1, 2024 through June 30, 2025, for an aggregate total of $1,704,300 in funding as a reimbursement to Probation for services provided to parolees through a subcontract with GEO Reentry Services, LLC. These amounts are calculated on the basis of 30 parolee clients, at a daily reimbursable rate of $35 per client, for an estimated 313 days per fiscal year. Reimbursement is provided on actual attendance. Funding is included in Probation’s recommended budget (Budget Unit 001-8165) for FY 2024-2025. There is no increase in the County General Fund Contribution with the approval of the recommended action.

This recommendation supports the Board of Supervisor Strategic Initiatives of a) Economic Development by providing job skills training and placement to the realigned population; and b) Public Safety by encouraging self-sustainability to aid in crime prevention and a successful reintegration into the community.
