RECOMMENDATION:
It is recommended the Board of Supervisors:
Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or a designee to execute Amendment No. 2 to the agreement with A&B Fire Protection & Safety, Inc. for repair, maintenance, and testing of fire equipment systems services, extending the agreement for an additional two year period July 1, 2026 through June 30, 2028 for a revised full agreement term of July 1, 2021 through June 30, 2028 and adding $50,000 for a revised total agreement amount not to exceed $220,000.
SUMMARY:
A&B Fire Protection & Safety Inc. will provide comprehensive fire protection and life safety services to NMC. These services include inspection, testing, preventative maintenance, diagnostics, and repair of fire sprinkler systems, pre-engineered fire suppression systems, and related life safety equipment. All services will be performed in accordance with applicable regulatory requirements, including NFPA standards and Joint Commission Accreditation standards.
A&B Fire Protection & Safety Inc. will also deliver detailed inspection reports identifying all systems and components tested, clearly noting items that pass or fail. Any deficiencies identified will require prompt corrective action. In addition, A&B Fire Protection & Safety Inc will provide maintenance and repairs on an as-needed basis to ensure systems remain fully operational and compliant.
NMC Facilities Management will oversee and ensure that all required inspections, testing, timelines, and corrective actions are completed in accordance with NFPA standards and Joint Commission Accreditation requirements, maintaining full compliance and readiness at all times.
DISCUSSION:
The services provided by A&B Fire Protection & Safety Inc. are critical to maintaining regulatory compliance, safeguarding life safety systems, and protecting the physical environment at NMC. Adherence to NFPA standards and Joint Commission Accreditation requirements is mandatory, and these services ensure the Hospital remains fully compliant while reducing the risk of fire related incidents, liability, and potential accreditation impacts. NMC will oversee performance through a structured process that includes scheduling all required inspections and testing within regulatory timelines, reviewing detailed reports submitted by A&B Fife Protection & Safety Inc., and ensuring that any identified deficiencies are promptly corrected. Facilities Management will also maintain comprehensive documentation and conduct periodic internal reviews to verify ongoing compliance and readiness for regulatory surveys.
These services provide significant value to NMC by preserving infrastructure, supporting accreditation, and ensuring reliable system performance. Equally important, they directly benefit patients and staff by maintaining a safe care environment, minimizing the risk of harm in the event of a fire, and reinforcing confidence that the Hospital meets stringent standards essential to high quality healthcare delivery.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this amendment No. 2 as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. The amendment No. 2 has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on June 5, 2026.
FINANCING:
The cost for this amendment No. 2 is $50,000, of which 30,000 is included in the FY 2026-27 Recommended Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate. There is no impact on the General Fund with this action.
