RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve and ratify Amendment No. 3 to the CSBG Standard Agreement No. 14F-3027 with the State Department of Community Services and Development for an increase of $60,000 in funding of the Agreement and for a change in the scope of services to incorporate new services for the CSBG Drought Water Assistance Program Pilot for the period July 1, 2014 to December 31, 2014, increasing the total amount of the contract amount to $525,111; and,
b.  Approve and ratify the execution of the Amendment No. 3 to the CSBG Standard Agreement No. 14F-3027 with State Department of Community Services and Development by Wendy Russell, Deputy Director of Administration of the Department of Social Services on June 16, 2014.
 
SUMMARY/DISCUSSION:
In response to severe drought conditions in California, the State Department of Community Services and Development (CSD) established a Drought Water Assistance Program (DWAP) Pilot for the purposes of providing residential water utility bill assistance and water conservation education to low-income households residing in pilot program service areas. Ten California counties were identified as pilot program service areas based on having an unemployment rate higher than the 2013 statewide average, the share of agricultural workers to be higher than the state as a whole, and which are experiencing "exceptional" drought conditions according to the U.S. Drought Monitor Classification System. Monterey County is one of these ten pilot program service areas. A one-time funding augmentation of $60,000 has been awarded to the Monterey County Community Action Partnership through Amendment No. 3 of the CSBG Standard Agreement (No. 14F-3027) to partner with local agencies to enhance the effectiveness of outreach and coordinate payment of current, past due and/or disconnected water utility bills. Program services can begin as early as June and the funding must be fully expended by December 31, 2014. The DWAP Pilot significantly changes the scope and funding amount of the original Agreement.
 
Amendment No. 3 to the CSBG Standard Agreement #14F-3027 was issued by the State on May 30, 2014, and the signed and completed contract amendment was due back to CSD no later than June 13, 2014.  The execution of Amendment No. 3 was completed in an expedited manner in order to meet the funding deadlines/timelines of the State budget and the DWAP Pilot guidelines. This short timeline could not accommodate the Board Agenda scheduling process, and therefore the matter is being brought before your Board at this time to seek ratification of the action taken by Wendy Russell, Deputy Director of Administration of the Department of Social Services regarding the execution of Amendment No. 3.
 
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved these amendments. County Counsel has approved the agreement as to form.
 
FINANCING:
Funding is provided by the Federal Community Services Block Grant. Sufficient appropriations and estimated revenues in SOC008 are included in the FY 2014-15 Adopted Budget. Approval of this action has no additional impact on the County General Fund.
