(Continued from September 22, 2015)

a.                     Receive, review and approve the Board of Supervisors Strategic Initiatives Policy Area Milestone Updates; and

b.                     Provide direction to staff as appropriate.

SUMMARY:

On September 22, 2015, various Department Heads and department staff presented the FY 2014-15 Board of Supervisors Strategic Initiative Milestone Update.  Due to limited time, the Board of Supervisors directed staff to return on September 29, 2015 to receive comment, answer questions and receive direction.

DISCUSSION:

The Board of Supervisors institutionalized a continuous cycle of visionary goals when they developed and approved the 2009 Board of Supervisors Strategic Initiatives.  The initiatives and key objectives focus on the county’s highest priority objectives.  This is Monterey County’s “policy roadmap” and focuses the County organization on a single vision and mission toward accomplishing specific key objectives.

In early 2014, various Department Heads met to review the Policy Area Key Objectives and create Milestones with a timeline for each policy area.  Milestones are the ‘things we do’ to achieve the Strategic Initiative Policy Key Objectives.  The timeline represents the estimated completion date as proposed by the representative County departments.  Many of the timelines are stated as on-going which implies that the effort is an “on-going” activity with no specific completion date.  The Policy attachments serve to communicate the “things we do” with a FY 2014-15 update that identifies accomplishments in meeting the key objectives.

Due to limited time on September 22, 2015, staff has returned to receive comment, answer questions and receive direction.

OTHER AGENCY INVOLVEMENT:

Staff of various County Departments contributed to the development of the Strategic Initiatives Policy Area Milestones.

FINANCING:

The Board of Supervisors Strategic Initiatives Program is Monterey County’s is funded in County Administrative Office - Department 1050, Intergovernmental & Legislative Affairs Division - Unit 8054.  Approval of this recommendation will not result in additional general fund contributions.
