Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 5 to the Alcohol and/or Drug Service Agreement A-14018 with Community Human Services for the provision of alcohol and drug recovery services to revise the FY 2020-21 drug treatment rates retroactive to July 1, 2020, with no change to the Agreement term of July 1, 2018 - June 30, 2021 for total Agreement amount of $14,135,440.

SUMMARY/DISCUSSION:

The County currently has Agreement A-14018 for a current contracted dollar amount of $14,135,440 with Community Human Services. Community Human Services (CHS) provides residential and non-residential alcohol and drug recovery services for Medi-Cal, Non-Medi-Cal, Drug Treatment Court and CalWORKS eligible Monterey County residents. CHS continues to provide services to Monterey County men and women age 18 or older with primary addiction to drug(s). Intravenous drug users and HIV+ clients will receive priority admission.

This Amendment No. 5 revises the FY 2020-21 drug treatment rates to reflect FY 2020-21 Drug Medi-Cal rates published by the Department of Health Care Services (DHCS) and is retroactive to July 1, 2020 because DHCS did not release the rates in time to amend the contract prior to the beginning of the Fiscal Year 2020-21 start date.

This Agreement contains the County’s standard 30-day “no cause” provision (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

This supports the Monterey County Health Department 2018-2022 strategic plan initiative: 1. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

FINANCING:

This Agreement is funded by 48% Federal Substance Abuse Block Grant (SABG), 34% Drug Medi-Cal, and 18% AB109 funding. The funds for FY 2020-21 are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Adopted Budget.
