a. Approve and authorize the Contracts/Purchasing Officer to sign a one year Agreement (July 1, 2013 to June 30, 2014) with the County of San Benito, permitting the Monterey County Health Department, Behavioral Health Bureau to provide mental health services to clients under the Medi-Cal jurisdiction of San Benito County and to bill County of San Benito for these services for an annual total contract amount not to exceed $25,000 for Fiscal Year 2013-14, and
b. Authorize the Contracts/Purchasing Officer, to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the annual amount and do not significantly change the scope of work or result in an increase to County General Fund Contribution.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to sign a one year Agreement (July 1, 2013 to June 30, 2014) with the County of San Benito, permitting the Monterey County Health Department, Behavioral Health Bureau to provide mental health services to clients under the Medi-Cal jurisdiction of San Benito County and to bill County of San Benito for these services for an annual total contract amount not to exceed $25,000 for Fiscal Year 2013-14, and

SUMMARY/DISCUSSION:
The County of San Benito annually contracts with the Monterey County Health Department, Behavioral Health Bureau to provide mental health services to the children and adolescents who are under the Medi-Cal jurisdiction of San Benito County and are residents of San Benito or Monterey County. The Behavioral Health Bureau provides these mental health services at the Monterey County clinic sites as required by State and local regulation. This Agreement allows for Monterey County to provide and bill the County of San Benito for these services. Monterey County is in compliance with State and local regulations as required when providing mental health services to another County.
Under this Agreement either party may terminate services, with or without cause, with an advance thirty (30)-day written notice to the other party.
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements. Agreement is on file with Clerk of the Board.
FINANCING:
Reimbursement funding for this contract comes from the County of San Benito. Monterey County is reimbursed for mental health services provided based on the FY 2013-14 Monterey County Interim Rate for Short-Doyle/Medi-Cal Reimbursement.
