Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign a three-year term Mental Health
Services Agreement (July 1, 2012 to June 30, 2015) with Benjamin Macasaet dba New Horizon I Adult Residential Facility for the provision of services to adults with severe psychiatric disabilities in the amount of $150,562.50 for Fiscal Year (FY) 2012-13, $150,562.50 for FY 2013-14, and $150,562.50 for FY 2014-15, for a total Agreement in the amount of $451,678.50; and
b.      Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work or result in an increase in the County General Fund Contribution.
 
SUMMARY:
New Horizon I Adult Residential Facility is a licensed facility that meets all licensing requirements for Community Care facilities as authorized by the State Department of Social Services.  New Horizon I provide mental health care and supervision, and community-based activities that create a normalizing experience to mentally disordered adults, as defined in Section 1502 of the Health and Safety code.  
 
DISCUSSION:
New Horizon I benefits those persons identified to be in most need of help, such as recently discharged patients from locked facilities.  The structured activities of the programs provided by this residential facility successfully assist the residents to reintegrate into the community.  Approval of the continuity of the Behavioral Health Bureau's mental health program in Monterey County, pursuant to Welfare and Institutions Code Section 5600 (Bronzan-McCorquodale Act), is consistent in providing a continuum of County operated and community-based mental health services meeting the requirements of the State.
 
The Agreement for New Horizon I is for a three (3) fiscal year renewal from July 1, 2012 to June 30, 2015 for up to thirty-three (33) bed accommodations for clients requiring access to this level of mental health service from New Horizon I located in the City of Salinas.  The daily supplemental rate is $12.50 per client.
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements.  This Agreement is on file with Clerk of the Board.
 
FINANCING:
This Agreement is funded by Realignment revenues. The funds for this Agreement ($150,562.50) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2012-13 Requested Budget. Approval of this action has no impact on the County General Fund.
