Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No. 4 to Agreement No. A-16274 with Central Coast Center for Independent Living to provide housing navigation/stabilization and housing-related financial assistance for older adults and persons with disabilities who are receiving services from Adult Protective Services (APS) or are in the APS intake process and who are at risk of homelessness or experiencing homelessness, adding $277,653 for a new contract total of $1,278,572 and extending the term by thirteen (13) months for a new agreement term of May 10, 2023 through June 30, 2027; and

b. SUMMARY:
The Department is amending the existing contract with Central Coast Center for Independent Living (CCCIL) due to the increased funding received from State of California to operate the Home Safe Program and to extend the term of the agreement


DISCUSSION:
The contract amendment with CCCIL is adding additional Home Safe funding and extending the term of the agreement to June 30, 2027 to provide Home Safe housing services that addresses
housing stabilization, eviction prevention, housing navigation, and direct financial assistance services to prevent and/or end homelessness. Participants are referred by Social Services Adult Protective Services. CCCIL is a local non-profit agency that provides a variety of programs to assist people with disabilities and has extensive experience providing housing stabilization, housing navigation, and other housing support services.


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.


FINANCING:
This agreement is funded with Home Safe funding from the California Department of Social Services (CDSS).  Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2025-26 Adopted Budget. Future year funding has been incorporated into the FY 2026-27 Requested Budget.


BOARD OF SUPERVISORS STRATEGIC PLAN GOALS: 
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by allowing the Department to leverage State funding to implement the Home Safe program, which improves the quality of life for individuals who are aged 60 or older and/or disabled and at risk of homelessness or experiencing homelessness by providing housing support and stabilization services to assist them to achieve and maintain safe and stable housing.
