RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with the Coalition of Homeless Services Providers for coordination and management of components of the County of Monterey’s homelessness response services for the period of July 1, 2026 through June 30, 2027, in the amount of $427,797; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($42,779) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $470,576.
SUMMARY:
This agreement provides funding to the Coalition of Homeless Services Providers (CHSP), a private non-profit agency, to support its role as the designated Continuum of Care (CoC) Coordinator for Monterey County. CHSP is responsible for leading and coordinating countywide efforts to address homelessness, including administration of key systems, planning initiatives, and program coordination.
DISCUSSION:
The Coalition of Homeless Services Providers (CHSP) promotes interagency coordination, facilitates community-wide planning, and coordinates programs serving individuals and families experiencing homelessness. As the County’s designated Continuum of Care (CoC) lead agency, CHSP performs several critical functions that support the local homeless response system.
CHSP administers the Coordinated Assessment and Referral System (CARS), including maintaining the data system, managing the CARS Master List, and providing training and technical support to service providers across the network. CHSP also supports the development of affordable housing by providing staff support and guidance to the Lead Me Home Leadership Council, which oversees the County’s Five-Year Plan to Reduce Homelessness.
CHSP supports the County’s Inclement Weather Response Plan by coordinating communication and resource sharing among service providers during periods of increased risk to unsheltered individuals. CHSP also serves as the lead agency for the Homeless Management Information System (HMIS), overseeing vendor contracts, providing technical assistance to users, and managing daily system operations.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded with the Homeless Housing, Assistance and Prevention program Round 4 (HHAP-4); Round 5 (HHAP-5); Round 6 (HHAP-6) and County General Funds. Sufficient appropriations and estimated revenues for SOC004 are included in the FY 2026-27 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by working towards the goals of the Lead Me Home 5-year Plan to Reduce Homelessness by coordinating services to individuals and families experiencing homelessness.
