Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($55,250) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $607,750.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with the Regents of the University of California, Davis for the provision of staff training in the amount of for $552,500 for the period of July 1, 2026, through June 30, 2028 including non-standard mutual indemnity terms.
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($55,250) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $607,750.
SUMMARY:
Under this Agreement, the University of California, Davis (UCD) will provide workforce development training to Department of Social Services employees in compliance with Welfare and Institutions Code (WIC) Section 16205 and 16206, Code of Federal Regulations, Title 45, Section 1357.15(t) and CDSS Policies and Procedures Manual, Division 14-611.
DISCUSSION:
Workforce development training is required by statue for employees in the state and federally funded programs of CalWORKs, CalWORKs Employment Services, CalFresh, and Medi-Cal, and Child and Adult welfare services. Since 1979, UC Davis has been delivering research-based workforce and organizational development training for counties that includes but is not limited to required eligibility and grant training; interviewing and documentation techniques; case-load management; and fraud detection. These trainings, while required by statues, also strengthen job knowledge, skills and abilities to best serve our community.
The agreement provides one hundred and thirty (130) units/days over two fiscal years for our workforce of nearly 800 employees.
The Department is recommending approval of this exception to the County’s standard indemnity language due to limited alternative resources for these types of training as required by statues.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded with Social Services Federal and State revenues and realignment revenues. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2026-27 Recommended Budget. Future funding will be incorporated into the corresponding budget process.
