RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chief Probation Officer to execute a non-standard Agreement with Planned Parenthood Mar Monte (PPMM) to provide program funding and training for Power Though Choice Program (PTC) for the term of July 1, 2022 to June 30, 2023; and
b. Authorize the Chief Probation Officer to sign associated documentation and future amendments to the Agreement where each amendment does not significantly alter the scope of services.
SUMMARY:
The Probation Department is recommending approval of a non-standard Agreement with Planned Parenthood Mar Monte to provide the Power Through Choice program at the Juvenile Hall and Youth Center for the term July 1, 2022 through June 30, 2023. Funding will be provided to the department by PPMM in an amount of up to $10,000 per site. In addition, PPMM will provide registrations for program trainings and if needed, technology to support the program. The funding, technology needs, and training registrations are provided for implementation support of the PTC program
DISCUSSION:
Planned Parenthood Mar Monte received grant funding from the U.S. Department of Health and Human Services, Office of Population Affairs for the Sex Ed Equity Project to collaborate with community partners and agencies, with the purpose to co-implement an evidence-based, trauma informed sexual education program, Power Through Choice, for youth ages 13-18. The program was developed with a focus on youth who are currently involved in the juvenile justice system, are on probation, in foster care, or are enrolled in a site-based program/school due to suspension.
PPMM will provide funding to both the Youth Center and Juvenile Hall to train staff facilitators, provide for supplies and technology support, and provide incentives for the youth to complete the program. PTC is focused on self-empowerment and the impact of choices. The youth participants can learn to make healthy, positive choices related to sexual behaviors, develop and practice effective communication skills, identify and access available resources, and use effective pregnancy and STI protection.
County participation in this program allows for the Department to increase its capacity to implement evidence-based interventions with fidelity; deliver comprehensive sex education effectively, including mandated California state education requirements to provide comprehensive sexual education to students at least once in middle school and once in high school; and participate in federally funded Office of Population Affairs grant programs.
The Agreement is non-standard as it is a contract provided by PPMM and contains their prevailing language in the areas of terms and conditions, limitation of liability, insurance and indemnification. However, PPMM will not be on-site and any limited services they would provide in the execution of the agreement will be in a virtual environment, with the main emphasis on providing the funding necessary to the Probation Department to implement and facilitate the PTC Program.
OTHER AGENCY INVOLVEMENT:
The Non-standard Agreement has been approved by the Office of the County Counsel-Risk Management as to form and insurance provisions.
FINANCING:
PPMM will provide federal grant funding for FY 2022-23 to the Juvenile Hall and Youth Center in the amount of $10,000 per site, plus at no cost to the County, program training, supplies and if needed, technology for program support. Ongoing departmental costs related to continuing the program after the first year will be at a minimal expense estimated at under $1,000 and will be included in future departmental budgets. There is no additional cost to the County General Fund associated with this recommendation.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommendation to approve the Non-standard Agreement with Planned Parenthood Mar Monte supports the Board of Supervisors Strategic Initiative of Health and Human Services by providing educational services that improve quality of life and encourage healthy lifestyle choices.
