RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts & Purchasing Officer or their designee to execute Amendment No. 1 to a non-standard Professional Services Agreement No. 15850 with Harris & Associates, Inc., for on-call construction management services for various County Capital Improvement projects located in the County of Monterey under Request for Qualifications (RFQ) #10803, to increase the not to exceed amount by $9,000,000 bringing the potential overall agreement aggregate not to exceed amount to a total of $14,000,000 and to extend the term to July 21, 2027.
SUMMARY/DISCUSSION:
The Public Works, Facilities and Parks Department (PWFP) - Facilities Division is responsible for administering on-call construction management services that may be required for implementation of various County Capital Improvement projects. Projects comprise a wide range of scopes from new design and construction to major and minor Tenant Improvement (TI) work related to existing and scheduled County projects.
On June 17, 2022, County entered into a non-standard Professional Services Agreement with Harris & Associates, Inc., with a not to exceed amount of $5,000,000 for on-call construction management services per RFQ #10803. PWFP - Facilities staff has identified the need to increase the not to exceed amount by $9,000,000 and extend the term to July 21, 2027, for the PWFP - Facilities Division to continue utilizing Harris & Associates’ services. Approval of staff’s recommendations will allow the PWFP - Facilities Division to continue to administer on-call construction management services for a wide range of existing and planned County Capital Improvement projects.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved proposed Amendment No. 1 as to form, insurance and indemnification and fiscal provisions, respectively.
FINANCING:
Funding for on-call construction management services provided by Harris & Associates, Inc. is included within the Board approved budget appropriations for each project that utilizes these services.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended actions support the Board of Supervisors Strategic Initiatives for Administration, Infrastructure and Public Safety, and are necessary to ensure delivery of construction management services for the County.
