Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.  Approve and authorize the Director of Health or Assistant Director of Health to execute a non-standard Agreement between the County of Monterey and Qiagen, LLC, in the amount of $79,114 for purchase and installation of an EZ1 Advanced XL PrioPLUS instrument, EZ1 adv. XL DSP Virus card software for nucleic acid purification, and EZ1 Advanced XL Installation Qualification and Operational Qualification (IQ/OQ) servicing and annual maintenance for the term upon execution to August 31, 2026;

SUMMARY/DISCUSSION:

The Health Department’s Public Health Laboratory (PHL) is responsible for providing testing services to identify microorganisms that cause disease including bacteria, fungi, viruses, and parasites. 

 

The PHL is seeking approval of this agreement with Qiagen to purchase the EZ1 Advanced XL PrioPLUS instrument to perform extractions for polymerase chain reaction (PCR) testing of SARS-CoV-2 and other pathogens.  The EZ1 will allow the PHL to implement newly developed pathogen testing methods validated with this instrument, ramp up testing during surge events and continue testing when reagents are unavailable or in short supply for other extraction platforms. This instrument will facilitate rapid identification of pathogens and play a vital role in preventing and controlling disease outbreaks locally.

 

This work supports the County of Monterey Health Department 2018-2022 Strategic Plan Goals: 

2. Enhance public health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage the Health Department workforce and improve operational functions to meet current and developing population health needs. It also supports two of the 10 Essential Public Health Services, specifically:  1. Assess and monitor population health status, factors that influence health, and community needs and assets, and 2. Investigate, diagnose, and address health problems and hazards affecting the population.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

This agreement is funded 100% by a California Department of Public Health Epidemiology and Laboratory Capacity (ELC) supplemental grant. Appropriations for this Agreement are included in the Health Department’s (001-4000-8124-HEA003) FY 2022-23 Adopted Budget and proposed FY 2023-24 Requested Budget.
