b.  Consider adoption of an ordinance amending Title 12 of the Monterey County Code to establish all-way stop control at Boronda Road and Calle del Adobe, in the Boronda area, an unincorporated area of the County of Monterey.

 

Proposed CEQA Action:  Find that the adoption of this ordinance is categorically exempt per California code of Regulations (CCR) Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines because the action involves negligible changes to the regulations that govern the existing highways and streets.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Find that the adoption of this ordinance is categorically exempt per California code of Regulations (CCR) Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines because the action involves negligible changes to the regulations that govern the existing highways and streets.

b.  Consider adoption of an ordinance amending Title 12 of the Monterey County Code to establish all-way stop control at Boronda Road and Calle del Adobe, in the Boronda area, an unincorporated area of the County of Monterey.

 

SUMMARY/DISCUSSION:

On February 28, 2023, the Board of Supervisors introduced, waived reading, and this matter for March 21, 2023 to 1) find that the adoption of this ordinance is categorically exempt per California code of Regulations (CCR) Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines because the action involves negligible changes to the regulations that govern the existing highways and streets and consider adoption of an ordinance amending Title 12 of the Monterey County Code to establish all-way stop control at Boronda Road and Calle del Adobe, in the Boronda area, an unincorporated area of the County of Monterey.  No comments on the proposed CEQA action or proposed ordinance were received at the February 28, 2023 meeting.

 

A traffic engineering analysis was conducted to evaluate all-way stop control at the intersection of Boronda Road and Calle del Adobe, in the Boronda community area, an unincorporated area of the County of Monterey.  The study findings supported the all-way stop control based on sight distance.  The existing intersection currently has only one stop sign at the Calle del Adobe approach.  This proposed ordinance will amend the existing code to add additional stop control and signs.

 

CEQA

The adoption of this ordinance is categorically exempt under CEQA pursuant to California Code of Regulations (CCR) section 15301 (c) of the CEQA Guidelines because the action involves negligible changes to regulations that govern existing highways and streets.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has approved the proposed ordinance as to form.

 

FINANCING:

Staff costs to process the ordinance amendment are funded out of the Road Fund.  The estimated cost for the installation of the new signs is $10,000.  Sufficient funds are available in the FY 2022-23 Adopted Budget for the Road Fund 002, Unit 8558, Appropriation Unit PFP004 to finance this work.
