position and add one 1.0) FTE Principal Office Assistant position; and
b) Direct the Auditor-Controller's Office an i the County Administrative Office to amend the
Department of Social & Employment Se vices FY 2009-2010 Budget and incorporate approved
changes in the FY 2010-11 Final SOC 0( 6-001-5010-8256 Adopted Budget.

RECOMMENDATION:
It is recommended that effective April 24, 2010 the Board of Supervisors:
a) Adopt Resolution to amend the FY 2009-0 Department of Social & Employment Services, Budget Unit
SOC 006-001-5010-8256 to delete one 10) FTE Office Assistant III position and add one 1.0) FTE
Principal Office Assistant position; and
b) Direct the Auditor-Controller's Office and County Administrative Office to amend the Department
of Social & Employment Services FY 2009-20 10 Budget and incorporate approved changes in the FY
2010-11 Final SOC 006-001-5010-8256 Adopted Budget.
SUMMARY/DISCUSSION:
The Monterey County Child Care Planning ouncil was awarded a grant by the First 5 Monterey County
Commission in May 2009 through a competitive bid process. This grant funds the CARES Program, which
focuses on increasing the education level of Monterey County's early childhood educators and family child
care providers. In addition to completing col ege classes, each CARES participant must meet certain
program requirements to be eligible for the ARES financial incentive.
The CARES Program FY 09-10 budget inch des appropriations for two clerical positions, one 1.0) Office
Assistant III and one 1.0) Principal Office ssistant. Both positions are 100% grant funded, with no net
costs to the County, and perform duties requ red by the First 5 Monterey County contract. The Office
Assistant III position became vacant Januar~ As a result, responsibilities and qualifications for this
position were analyzed and it was determine that the Principal Office Assistant classification most
accurately reflects the job duties and respon ibilities required for the administration of the contract.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office of Hum Resources and CAO Budget concur with this
recommendation.
FINANCING:
Funding for the Principal Office Assistant position in the CARES Program is 100% grant funded.
Sufficient propriations and estimated revenues are included in the FY 2009-10 Final Budget. There is no
impact tq CAnty G,ieral Fund.
