RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve Professional Services Agreement with Biggs Cardosa Associates, Inc. to provide construction management services for the Hartnell Road Bridge Replacement Project in Monterey County, County Bridge No. 209, Project No. 3854, under Request for Proposals #10804, in a total amount not to exceed $393,328, for an initial term of three (3) years effective June 15, 2022 to June 14, 2025, with the option to extend the Agreement for two (2) additional one (1) year period(s); and

b.  Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not increase the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The County of Monterey, Department of Public Works, Facilities, & Parks (PWFP) has identified a need for construction management services for the Hartnell Road Bridge Replacement (Project) and proposes to replace the existing two (2)-lane Hartnell Road Bridge (County Bridge No. 209) over Alisal Creek in Monterey County, California, with a wider bridge that meets current American Association of State Highway and Transportation Officials (AASHTO) requirements.  The proposed project would also widen the roadway approaches for approximately 370 to 470 feet (ft.) on the north and south ends of the bridge to conform to the replacement bridge width and profile.  After construction, both the bridge and roadway approaches would contain two (2) 12-foot lanes with one (1) in each direction and two (2) 8-foot shoulders and meet current AASHTO minimum speed standards.

 

On October 7, 2021, PWFP solicited proposals from qualified consultants through Request for Proposals (RFP) #10804 for construction management services for the Project, in accordance with the specifications set forth in the RFP.  On November 19, 2021, four (4) consultants' proposals were received.  Following review and evaluation of the proposals, Biggs Cardosa Associates, Inc. (BCA) was determined to be the most qualified and a Professional Services Agreement (PSA) was tentatively awarded for their expertise and capabilities necessary to provide the services for the Project through a competitive selection process in accordance with County policies and State and Federal laws under RFP #10804. 

 

PWFP staff recommends that the Monterey County Board of Supervisors approve the PSA with BCA (Attachment A) to allow construction management services for the Project in a total amount not to exceed $393,328 for an initial term of three (3) years effective June 15, 2022 to June 14, 2025, with the option to extend the PSA for two (2) additional one (1) year period(s).

 

In compliance with the California Environmental Quality Act (CEQA), PWFP filed an Initial Study Mitigated Negative Declaration (IS/MND) on January 23, 2018.  Also, the California Department of Transportation (Caltrans), as the designated lead for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).  Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination (CE/CED) on June 2, 2021.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, and Auditor-Controller’s Office have reviewed and approved the PSA as to form, and fiscal provisions, respectively.

 

FINANCING:

The total estimated cost of the Project including design engineering, environmental, right-of-way, and construction is $4,701,586.

 

The Project is largely funded by the Federal Highway Administration (FHWA) Highway Bridge Replacement Program in the amount of $4,029,367.  The Federal funds require an 11.47% local match that will be provided by State Toll Credits fund ($471,087) and local Measure X funds ($201,132).  See Attachment B for further details on the Project budget.  There are sufficient appropriations in the adopted fiscal year (FY) 2021-22 Road Fund 002, Appropriation Unit PFP004 budget to finance the construction phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.  The Project consists of replacing an existing bridge that is structurally deficient and functionally obsolete with a bridge that meets current geometric and seismic standards.
