RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the San Jon Road and Boronda Road Bridges-Rail Replacement, Project No. 1141, Federal Aid Project No. STPLX-5944(124); and
b. Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly.
SUMMARY:
Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the San Jon and Boronda Road Bridges - Rail Replacement, Project No. 1141, will allow the RMA to proceed with the construction phase of the project and solicit construction bids. RMA will return to the Board in December to award the project.
DISCUSSION:
The work consists, in general, of replacing the existing bridge rail and bridge rail approaches on San Jon Road bridge and Boronda Road bridge to meet current State Standards. The bid opening is set for October 13, 2017 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, California 93901. Project construction is scheduled to begin in January 2018.
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CCR § 15301 Existing Facilities).
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions respectively.
FINANCING:
The total estimated project cost, including environmental, engineering, and construction, is $494,661, which is lower than the initially estimated budget of 555,970. The project is funded by the Federal Highway Administration Highway Bridge Program (HBP) in the amount of $488,463 and Road Fund in the amount of $6,198. The estimated cost for FY 2017-18 for construction management and the construction contract is $413,463. The adopted FY 2017-18 budget for Road Fund 002, Appropriation Unit RMA 012 includes $470,000 in appropriations to finance the construction phase of the project. The project is expected to be completed in FY 2017-18.

The project is to reconstruct the existing bridge rails on San Jon Road bridge and Boronda Road to meet current State standards. The recommended action supports the following Board of Supervisors’ Strategic Initiative:
