Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Memorandum of Understanding (MOU) with the City of Salinas for in-person mobile crisis field response services to the City of Salinas, for an amount of $401,375 for Fiscal Year (FY) 2026-27 and $416,921 for the term of July 1, 2026 through June 30, 2028 for a total not to exceed amount of $818,296;

b. Approve non-standard insurance and indemnification as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to execute up to three future amendments that do not exceed 10% ($81,830) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed the maximum amount over $900,126. 


SUMMARY:

The County currently has an MOU with the City of Salinas for the purpose of providing mobile crises services. This MOU continues those services and will run from July 1, 2026 through June 30, 2028. The Mobile Crisis Services with the City of Salinas is to provide financing to the County for the provision of Mobile Crisis Services, as described below in this section.


DISCUSSION:

The Mobile Crisis Field Response Team will provide in-person risk and safety assessments and crisis intervention; collaborate with existing treatment team members; provide linkage for those individuals in need of further behavioral health services, coordinate with emergency response, and provide follow-up services in the City of Salinas. The Mobile Crisis Field Response Team shall consist of a two-person team (as outlined in June 19, 2023 Department of Health Care Services (DHCS) Behavioral Health Information Notice (BHIN) 23-025) scheduled for 40 hours per week. COUNTY shall monitor and manage these services.

 

Mobile crisis field personnel will respond to acute situations as requested by first responders (fire/police) through established emergency communications procedures, and/or as part of non-emergency referral-based services as contracted by COUNTY. When requested to respond to acute situations, mobile crisis personnel will respond out and stage at a location nearby until the scene is deemed secure by first responders. Additionally, this MOU contains mutual indemnification language and therefore the non-standard risk provisions have been recommended by the Director of Health Services.

 

This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 1) Build Community Power and Partners’ Capacity to Increase Equity and Improve Health. 2) Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services.


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Office of the County Counsel, Risk Management and Auditor-Controller have reviewed and approved this MOU as to legal form and fiscal provisions, respectively.

 

FINANCING:

MCBH, as the contractor, will provide services to the City of Salinas, and the City of Salinas will reimburse MCBH a total combined amount of $818,296 for Fiscal Years 2026-27 and 2027-28. Funding for FY 2026-27 is included in the Health Department Behavioral Health Bureau (Fund 1310, Department 400005) FY 2026-27 Requested Budget. Funding for FY 2027-28 will likewise be included in the Bureau’s (Fund 1310, Department 400005) FY 2027-28 Requested Budget.

This MOU will continue to help create accessibility to mental health care during a crisis in various settings, including underserved areas, while reducing the need for emergency department care, psychiatric inpatient hospitalizations, and law enforcement involvement.
