RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Approve and authorize the Director of Public Works, or his designee, to execute five Customer Work Order Agreements with the Association of Monterey Bay Area Governments to receive energy rebate payments from the Association of Monterey Bay Area Governments Energy Watch Program related to the Energy Efficiency Measure Phase 1 Outdoor Lighting project for the Agricultural Commissioner at 1428 Abbott Street, Salinas; Coastal Commission at 2620 1st Avenue, Marina; RMA - Public Works at 855 East Laurel Drive, Salinas; Salinas Animal Shelter at 160 Hitchcock Road, Salinas; and Social Services at 1281 Broadway Avenue, Seaside; and
 
b. Approve and authorize the Director of Public Works, or his designee, to apply for and execute future agreements to receive rebates associated with future Energy Efficiency projects upon approval by County Counsel as to form and legality.
 
SUMMARY/DISCUSSION:
The Energy Efficiency Measures Outdoor Lighting Project (Project) will install over 200 outdoor lighting retrofits including LED lights, flood lights and wall packs.  The Project is estimated to provide an energy savings of 205,269 kWh.  The total Project cost is $343,375.  Approval of the recommended action will allow for the County to receive an estimated total of $46,026 in one time energy rebates.
 
The Project is one of the energy efficiency measures identified and recommended through an energy audit performed in October 2011 of 14 County facilities and incorporated into the Monterey County Municipal Action Plan (MCAP) in 2013.  The Association of Monterey Bay Area Governments (AMBAG) and Pacific Gas and Electric Company (PG&E) have partnered to deliver the AMBAG Energy Watch Program which provides technical assistance and financial incentives for energy efficient retrofits in municipal buildings.  The AMBAG Energy Watch Program is funded by California ratepayers under the auspices of the California Public Utilities Commission ("CPUC").  Funding of incentives is distributed on a first-come, first-serve basis.  In order to secure currently available lighting retrofit rebates, a Customer Work Order Agreement (Agreement) contained within the Energy Efficiency Proposal must be executed (See attached Energy Efficiency Proposals for Agricultural Commissioner, Coastal Commission, RMA - Public Works, Salinas Animal Shelter, and Social Services).
 
Today's action will also authorize the Director of Public Works, or his designee,  to apply for future rebates and execute agreements to receive future energy rebate payments, following approval by County Counsel as to form and legality.  Approval of this authorization will allow staff to expedite rebate applications.  
 
OTHER AGENCY INVOLVEMENT:
Staff has worked closely with AMBAG staff to identify retrofit measures that are eligible for rebates, and with the effected County departments for coordination and input.  The Office of the County Counsel has reviewed the Customer Work Order Agreements as to form and legality.
 
FINANCING:
There is no negative impact to the General Fund.  The Project is funded as part of the Energy Efficiency Project Phase I within the FY2014-15 Adopted Budget for Fund 402 Capital Projects for a total amount of $343,375.  The County anticipates an estimated total of $46,026 in one time energy rebates.  The rebates received will be applied to utilities to offset the costs of utilities in fund 001-3000-8182-6881-RMA098. The Project will reduce the County's greenhouse footprint and operational costs.  Future operations and maintenance costs are expected to be less than the current costs as a result of increased energy efficiencies and extended useful life of the new lighting retrofits. The operations and maintenance costs are currently funded in the Facilities Admin Unit 8176.
