RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Registrar of Voters to enter into a standard Elections agreement with City of Pacific Grove to provide specified election services for the April 12, 2022, Special Tax Measure Election.
SUMMARY/DISCUSSION:
Division 10 of the California Elections Code provides that a city or district may, by resolution, request that the Board of Supervisors authorize the Registrar of Voters to provide the jurisdiction with election services.
Resolutions No. 21-035 and 21-036 were passed by the City Council of Pacific Grove on December 16, 2021, giving notice of holding an election on April 12, 2022 for an urgent tax measure to preserve public space, health, and safety of the City. Resolution No. 21-036 requests that the County Registrar of Voters provide election services.
Election services will be provided upon approval of the Board of Supervisors. The Elections Department routinely conducts elections on behalf of local cities and districts, which reimburse the County for all related expenses pursuant to a cost recovery contract with the City.
A copy of the City’s Resolution No. 21-035 is attached as Exhibit A and Resolution No. 21-036 is attached as Exhibit B. Both resolutions are also on file with the Clerk of the Board.
OTHER AGENCY INVOLVEMENT:
The City of Pacific Grove has adopted Resolution No. 21-036 requesting that the Registrar of Voters provide election services for the April 12, 2022, election. County Counsel has reviewed and approved the recommendation.
FINANCING:
There will be no additional cost to the County General Fund associated with this recommendation. The City of Pacific Grove shall reimburse the County in full for the services performed.
