RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Agricultural Commissioner (AC) to sign Amendment No. 2 to Agreement with Resource Conservation District of Monterey County (RCD) for RCD to provide technical assistance and outreach for the AC to increase agreement amount by $155,000 for a total not to exceed amount of $340,000 and extend the term for one (1) year to June 30, 2017; and

b.  Request that the Auditor-Controller make payments in accordance with the terms of the Agreement and Amendment No.2 to the August 13, 2013, Agreement.

 

SUMMARY/DISCUSSION:

The Resource Conservation District of Monterey County (RCD) has been providing technical assistance and outreach for the Agricultural Commissioner’s Office (AC) under the terms of a three-year Professional Services Agreement (Agreement).  We are requesting authorization to extend the three (3) year agreement to a four (4) year agreement, for a total cost of $340,000 over four (4) years.  The RCD will be undertaking the Salinas River Arundo Removal Project (21 miles of Arundo removal in riparian habitat) as a new weed management activity.  Arundo is an invasive species in the Salinas River that consumes water and displaces native vegetation.  Its removal will also help to reduce flooding potential along the river’s floodplain, which is a serious concern for agriculture. 

 

Additionally, new services such as a Spanish translation of our recently published Hillslope Farming Guide will assist the AC in encouraging a broad spectrum of Salinas Valley agricultural producers to be proactive in addressing erosion concerns and steep slope plantings.  The RCD will provide increased field assistance and reporting for the resolution of all erosion/runoff complaints received by the AC’s Office.

 

OTHER AGENCY INVOLVEMENT:

None.

 

 

 

 

FINANCING:

The proposed action utilizes available resources in the Agricultural Commissioner’s Budget for appropriate State reimbursable expenditures.  There is no impact to the General Fund.
