RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a Resolution ratifying prior action of the Director of Health and confirming the appointment of Mr. Jean Robert as Interim Public Guardian/Public Administrator.
SUMMARY/DISCUSSION:
The County determined there was a business need to fill the position of Public Guardian/Public Administrator on a temporary and interim basis while the creation of a permanent classification was being explored. As a result, the former Director of Health, Ray Bullick, selected and appointed Mr. Jean Robert as a temporary Management Specialist with a working title of “Interim Public Guardian/Public Administrator” in November, 2015. Mr. Robert was duly sworn by the Honorable Lydia M. Villarreal on November 16, 2015.
Mr. Robert is a highly qualified professional who has the specialized skills, background, and qualifications to fill the interim position. Mr. Robert had been retired from the County’s Public Defender’s Office since 2012 and working as a Court Investigator for guardianship issues.
At the time of appointment, it was not recognized that the Public Employee Retirement System (PERS) would require a formal resolution from the Board of Supervisors in order to validate this temporary position through PERS.
OTHER AGENCY INVOLVEMENT:
Human Resources Department concurs with the recommendation; County Counsel has reviewed this report and the attached Resolution.
FINANCING:
There are sufficient appropriations and revenues included in Health Department's FY 2015-16 (4000-HEA008) Adopted Budget to cover the anticipated cost of approximately $60,000 for the Interim appointment.
