Approve Amendment No. 3 to Agreement No. A-13099, Multi-Year Agreement #3000*2155, with M3 Environmental Consulting, LLC to continue to provide on-call environmental hygienist consulting services, Request for Proposals (RFP) #10498, to extend the expiration date of the Agreement for approximately six (6) additional months through April 22, 2021, for a revised term from April 22, 2016 to April 22, 2021, with no increase to the total not to exceed amount of $300,000;
b. Approve Amendment No. 3 to Agreement No. A-13100, Multi-Year Agreement #3000*2157, with Professional Service Industries, Inc. to continue to provide on-call environmental hygienist consulting services, Request for Proposals (RFP) #10498, to extend the expiration date of the Agreement for approximately six (6) additional months through April 22, 2021, for a revised term from April 22, 2016 to April 22, 2021, with no increase to the total not to exceed amount of $300,000;
c. Approve Amendment No. 3 to Agreement No. A-13101, Multi-Year Agreement #3000*2158, with S Tech Consulting, LLC to continue to provide on-call environmental hygienist consulting services, Request for Proposals (RFP) #10498, to extend the expiration date of the Agreement for approximately six (6) additional months through April 22, 2021, for a revised term from April 22, 2016 to April 22, 2021, with no increase to the total not to exceed amount of $300,000;
d. Approve Amendment No. 3 to Agreement No. A-13102, Multi-Year Agreement #3000*2156, with MECA Consulting Inc. dba Millennium Consulting Associates to continue to provide on-call environmental hygienist consulting services, Request for Proposals (RFP) #10498, to extend the expiration date of the Agreement for approximately six (6) additional months through April 22, 2021, for a revised term from April 22, 2016 to April 22, 2021, with no increase to the total not to exceed amount of $300,000; and
e. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 3 to each Agreement and up to one (1) future amendment to each Agreement where the amendment does not significantly alter the scope of work or increase the approved amount of each Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. SUMMARY:
The Resource Management Agency (RMA) has established several on-call Agreements for specialized services when County staff requires special expertise or when the volume of work exceeds staff’s capacity to manage in a timely manner. On-call Agreements are utilized across the RMA and by other County Departments for specialized expertise in operations, management and specific facility and capital projects. Amendment No. 3 to the Agreements with M3 Environmental Consulting, LLC (A-13099), Professional Service Industries, Inc. (A-13100), S Tech Consulting, LLC (A-13101), and MECA Consulting, Inc. dba Millennium Consulting Associates (A-13102) would extend the term of each of the Agreements to provide future on-call environmental hygienist consulting services.
DISCUSSION:
In 2016, M3 Environmental Consulting, LLC, Professional Service Industries, Inc., S Tech Consulting, LLC, and MECA Consulting, Inc. dba Millennium Consulting Associates were selected for their expertise and capabilities necessary to provide environmental hygienist consulting services for the RMA under a competitive selection process in accordance with County policies and State laws under Request for Proposals (RFP) #10498.
The RMA has identified a need to extend the term of the Agreements with these four (4) consultants to continue to provide on-call environmental hygienist consulting services that may be required to assist the RMA’s Facilities staff. The scope of services for each consultant includes the full range of professional environmental hygienist consulting services associated with mold, asbestos, and lead, including air and material inspections, monitoring and testing, development of work plans and consultation services on an as-needed basis.
Amendment No. 3 to the individual Agreements between the County will extend the expiration date of the Agreement from October 31, 2020 for approximately six (6) additional months through April 22, 2021 [for a total term of five (5) years for each Agreement and as allowed per RFP #10498], for a revised term from April 22, 2016 to April 22, 2021. The proposed amendments extend the term of the Agreements through April 22, 2021 and will enable County Staff to procure services under a new RFP prior to the expiration of the proposed amendments.
Attachment A provides a summary of the Agreements to date. Attachment B provides a summary of the annual expenditures and balance of the Agreements to date.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved Amendment No. 3 to each Agreement as to form, and fiscal provisions, respectively.
FINANCING:
Services provided by each consultant will be reimbursed from the respective funding source for each project. Costs associated with services provided by these on-call consultants and funding will be contained within the approved budget allocations of the individual departments authorizing the use of these on-call Agreements. For the RMA, funding is either within the approved budget allocations for a specific operating unit or contained within the Board of Supervisors approved project budget within Fund 001 Facilities Maintenance, Fund 402 Capital Projects, or Fund 404 Facility Master Plan Projects.

The recommended action supports the Board of Supervisors’ Strategic Initiatives by allowing Health and Human Services as well as Public Safety.
