RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Contracts/Purchasing Officer to execute an Agreement with TransUnion Risk and Alternative Data Solutions, Inc. for a subscription to conduct legal research, for the period of April 1, 2021 through June 30, 2023, in the maximum amount of $8,040.00;
b. Accept non-standard contract provisions as recommended by the District Attorney;
c. Authorize the Contract/Purchasing Officer and the District Attorney to sign and execute the appropriate documents and verifications when required; and
d. Authorize the Contracts/Purchasing Officer to issue purchase orders on an as-needed basis pursuant this Agreement over the period of April 1, 2021 through June 30, 2023.
SUMMARY:
It is requested that the Board authorize the Contracts/Purchasing Officer to sign a non-standard Agreement with TransUnion Risk and Alternative Data Solutions, Inc., and to issue purchase orders on an “as needed” basis, in the aggregate amount not to exceed $8,040.00, over the period of April 1, 2021 through June 30, 2023. The services provided are for internet search capability for public and private databases to locate witnesses and suspects of crime in official Law Enforcement Investigations, in support of its mission to protect the citizens of Monterey County.
DISCUSSION:
TransUnion provides a powerful on-line, legal research tool for the legal staff of the office of the District Attorney, enabling searching of data bases to determine if a suspect generates public records in other locations such as utility services, and providing investigators this new address for further investigation.
The proposed Agreement is non-standard for the County, with the proposed changes detailed in Exhibit A.
This proposed agreement provides these legal research services to the District Attorney from April 1, 2021, through June 30, 2022. TransUnion requires the county to execute the pricing agreement contained in Exhibit B.
OTHER AGENCY INVOLVEMENT:
The Agreement has been approved as to form by the County Counsel. Management has approved the insurance certificates and endorsements contained in Exhibit C.
FINANCING:
Funding is available within the existing budget for the District Attorney, and future funding is anticipated to continue.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of this request will increase public safety throughout the County by the increased investigative capabilities for the Office of the District Attorney.
