Acting as the Board of Directors (BOD) of the East Garrison Community Services District (EGCSD) approve and authorize the Chair to sign a Standard Agreement by and between EGCSD and:
a. Smith and Enright Landscaping, Inc. to provide landscape and open space maintenance services for EGCSD, under Request for Proposal #10979, in a total amount not to exceed $1,017,000, and for a term beginning October 6, 2026 to October 5, 2029; and
b. Granite Rock Company to provide road maintenance services for EGCSD, under Request for Proposal #10981, in a total amount not to exceed $887,000, and for a term beginning October 6, 2026 to October 5, 2029.

RECOMMENDATION:
Acting as the Board of Directors (BOD) of the East Garrison Community Services District (EGCSD) approve and authorize the Chair to sign a Standard Agreement by and between EGCSD and:
a. Smith and Enright Landscaping, Inc. to provide landscape and open space maintenance services for EGCSD, under Request for Proposal #10979, in a total amount not to exceed $1,017,000, and for a term beginning October 6, 2026 to October 5, 2029; and
b. Granite Rock Company to provide road maintenance services for EGCSD, under Request for Proposal #10981, in a total amount not to exceed $887,000, and for a term beginning October 6, 2026 to October 5, 2029.
SUMMARY:
The EGCSD requests approval to enter into a three year agreement with Smith and Enright Landscaping Inc. for landscape and open space maintenance services, and Granite Rock Company for road maintenance services, with the option to extend two additional one year periods.
DISCUSSION:
The East Garrison Community Services District (EGCSD) is an unincorporated community in Monterey County, California. A Community Services District (CSD) was established for the East Garrison community in 2005. From March 2013 to October 2021, the East Garrison Developer provided maintenance services at their cost through a Temporary Maintenance Agreement. From October 2021 to present, EGCSD has contracted directly with vendors for landscaping, open space, storm drainage and road maintenance services through a formal Request for Proposal (RFP) process.
As the existing agreements approached expiration, the EGCSD solicited proposals from qualified contractors through RFP #10979 (Attachment A) to provide landscape and open space maintenance services, RFP #10980 (Attachment E) to provide stormwater and flood control services, and RFP #10981 (Attachment H) to provide road maintenance services in accordance with the specifications outlined in the RFP. Following the formal competitive solicitation process, four proposals were received for Landscape and Open Space Maintenance Services (RFP #10979), one proposal was received for Stormwater and Flood Control Services (RFP #10980), and one proposal was received for road maintenance services (RFP #10981). All proposals were reviewed and evaluated by the selection team in accordance with the established evaluation criteria.
Smith and Enright Landscaping, Inc. was selected to provide Landscape and Open Space Maintenance Services, and Granite Rock Company was selected to provide Road Maintenance Services based on their demonstrated experience, qualifications, and capabilities necessary to provide the required services. The proposal for the stormwater and flood control maintenance services did not meet the minimum service requirements to meet the EGCSD’s needs, and there will be no award made for these services at this time.
The proposed Standard Agreement (SA) with Smith and Enright Landscaping, Inc. (Attachment K) will provide landscape and open space maintenance services, for an amount not to exceed $1,017,000. The proposed Standard Agreement with Granite Rock Company (Attachment L) will provide road maintenance services, for an amount not to exceed $887,000. Both agreements will be for a period of three (3) years from October 6, 2026 to October 5, 2029, with the option to extend for two additional one year period(s).
It is recommended that the Monterey County Board of Supervisors, acting as the Board of Directors for the EGCSD approve both of the proposed agreements for continued landscape and open space maintenance services and as-needed road maintenance services without any disruption to the community.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel, acting as Counsel for EGCSD, and the Auditor-Controller’s Office reviewed and approved the SAs as to form and fiscal provisions, respectively. The Office of the County Counsel-Risk Manager reviewed and approved the SAs as to liability and indemnification provisions.
FINANCING:
Funding for staff time to prepare the report and fund the proposed Agreements are available in the FY26-27 Adopted Budget for EGCSD, Fund 1390, Department 320020, Appropriation Unit PFP118, and is derived from a special tax imposed upon residential properties within East Garrison.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
The maintenance of the physical infrastructure of the East Garrison Community Services District through the County management of parks and open spaces, stormwater system, and perimeter roads within the community enhances the quality of life by providing a safe and maintained infrastructure for current residents and future generations.
