RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Castroville Boulevard Overlay Project, Project No. 14-157165; and
b. Authorize the Director of Public Works to advertise the "Notice to Bidders" in the Monterey County Weekly.
SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions will authorize the Resource Management Agency-Public Works (RMA-Public Works) to proceed with advertising of the Castroville Boulevard Overlay Project, Project No. 14-157165. The bid opening is set for March 28, 2014, at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901. The "Notice to Bidders" will be duly advertised in the Monterey County Weekly. Project construction is scheduled to begin in June, 2014.
This project is to be constructed in conjunction with the Castroville Boulevard Pavement Delineation Project which is a separate contract.
The Project consists of hot mix asphalt concrete paving including but not limited to slurry seal, cold plane asphalt concrete, clearing and grubbing, and traffic control.
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.
FINANCING:
The total estimated project cost, including project management, engineering, and construction is $1,577,500. The project is funded from the General Fund contribution to the Road Fund based on the formula approved by the Board as part of the FY 2013-14 Adopted Budget. In FY 2013-14, the approved formula provides 20% of the County's FY 2012-13 estimated year-end Transient Occupancy Tax (TOT) revenue to the Road Fund to help improve and maintain County roads. Based on this formula, the current year General Fund contribution to the Road Fund is approximately $3,577,500. The recommended actions have no additional impact on the General Fund.
