RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive a report from the County Administrative Office on the COVID-19 Pandemic Disparate Impact Report (“Report”): Strategies for Addressing the Disparate Impact of the COVID-19 Pandemic on Communities of Color in Monterey County.
b. Provide direction to staff regarding the strategies identified in the Report for addressing Disparate Impacts of the COVID-19 Pandemic on Communities of Color in Monterey County.
SUMMARY/DISCUSSION:
The County Administrative Office has partnered with County departments to develop strategies to address underlying conditions that have contributed to the racial disparities that have risen to the forefront in the data and statistics of those most impacted by the COVID-19 pandemic.
The COVID-19 Pandemic Disparate Impact Report: Strategies for Addressing the Disparate Impact of the COVID-19 Pandemic on Communities of Color in Monterey County outlines key areas with short and long term strategies to address risk factors, systemic and institutional barriers that of which the pandemic has demonstrated the most significant impact on Communities of Color.

OTHER AGENCY INVOLVEMENT:
This report is prepared by the CAO-Office of Inter-Governmental & Legislative Affairs and has been reviewed by County Counsel. Departments involved in the authorship of the COVID-19 Pandemic Disparate Impact Report: Strategies for Addressing the Disparate Impact of the COVID-19 Pandemic on Communities of Color in Monterey County include: CAO-Health Department, Resource Management Agency, Social Services Department, District Attorney’s Office.
FINANCING:
There is currently no impact to the County General Fund associated with this report. Implementation of proposed strategies may require funding of which financing could potentially be requested from the County General Fund in the future.
