a. Approve and authorize the Director of Health or Assistant Director of Health to execute a multi-year Substance Use Disorder Treatment Services Agreement with Community Human Services for the provision of alcohol and drug recovery services in the amount of $4,146,908 for Fiscal Year (FY) 2021-22 and $4,146,908 for FY 2022-23 for a total Agreement amount not to exceed $8,293,816 for the term of July 1, 2021 through June 30, 2023; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($829,382) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a multi-year Substance Use Disorder Treatment Services Agreement with Community Human Services for the provision of alcohol and drug recovery services in the amount of $4,146,908 for Fiscal Year (FY) 2021-22 and $4,146,908 for FY 2022-23 for a total Agreement amount not to exceed $8,293,816 for the term of July 1, 2021 through June 30, 2023; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($829,382) of the original Agreement amount and do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
The County currently has a multi-year Agreement A-14018 which will expire on June 30, 2021. As part of the Monterey County Health Department, Behavioral Health Bureau’s Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver Implementation Plan, CHS will provide the following services: Residential, Outpatient group and individual therapy for adults including case management and Medication Assisted Treatment (MAT). In addition to narcotic treatment services such as methadone dosing, CHS provides Buprenorphine, Disulfiram and Narcan.
This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This supports the Monterey County Health Department 2018-2022 Strategic Plan Initiative: 1. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
This Agreement is funded by 48% Federal Substance Abuse Block Grant (SABG), 34% Drug Medi-Cal, and 18% AB109 funding. The funds for FY 2021-22 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2021-22 Requested Budget. The funds for Fiscal Year 2022-23 will be included in the Department’s requested budget for that fiscal year. Approval of this action has no impact on the County General Fund.
