Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and amend the Fiscal Year (FY) 2014-15 Sheriff's Office Budget to add one (1) FTE Deputy Sheriff-Operations in the Investigations Division Agricultural Crime Unit, 001-2300-SHE001-8245 effective July 1, 2014;
b.      Approve and authorize to increase appropriations and revenues in Fund 001 General Fund and Fund 022 Local Revenue Fund 2011 in the amount of $155,000 (4/5th votes required); and
c.      Approve and authorize the County Administrative Office and Auditor-Controller to incorporate approved position changes and to increase appropriations and estimated revenue in the Sheriff's FY 2014-15 Adopted Budget.
 
SUMMARY:
The Sheriff's Office is requesting the Board to restore one grant funded Deputy Sheriff-Operations position in Agricultural (Ag) Crime Unit. The position was eliminated during the year of 2008 to maintain the cost of the program within grant allocated funding. The Sheriff's Office is responsible for the investigation of Agricultural related crimes in the unincorporated areas of Monterey County.
 
DISCUSSION:
On March 28, 2006 the Board of Supervisors approved the Monterey County Sheriff's Office to participate in the Central Coast Rural Crime Prevention Program.  This grant commonly referred to as the Ag Grant, was the result of then State Senator Jeff Denham's work within the agricultural community addressing growers and shippers concerns about crop damage, equipment theft and vandalism.  
The grant had started in FY 2005-06 in the amount of $300,000 with two Deputy Sheriff-Operations and one Criminal Intelligence Specialist (CIS). However, significantly reduced funding within the first four fiscal years of the grant resulted in the elimination of one Deputy Sheriff-Operations position in the year of 2008 and one Criminal Intelligence Specialist position in the year of 2010 to maintain the cost of the program within grant allocated funding. In late June 2011, the Assembly Bill No. 118, known as Local Revenue Fund 2011 was approved and it included funding for the Ag grant. As of this writing, the grant has received $284,877.83 in FY 2013-14. The dramatic increase in agricultural crimes has necessitated an increase in the number of personnel assigned to investigate such crimes.
 
OTHER AGENCY INVOLVEMENT:
The County Administrative Office - Human Resources has approved the additional position and reviewed the report.
 
FINANCING:
There is no impact on the General Fund Contributions due to this recommendation. The additional costs will be fully reimbursed by Fund 022 Local Revenue Fund 2011.
