RECOMMENDATION:
It is recommended the Board of Supervisors adopt a resolution to authorize and direct the Auditor-Controller to: 1) Amend the FY 2019-20 General Fund Adopted Budget, Fund 001, Other Financing Uses, Appropriation Unit CAO017, to increase appropriations by $46,750, financed by a release from Cannabis Tax Assignment, 2) Amend the FY 2019-20 Boronda County Sanitation District, Adopted Budget, Fund 156, Appropriation Unit RMA045, by $46,750, financed by an operating transfer in of $46,750 from General Fund, Fund 001, Other Financing Uses, Appropriation Unit CAO017, to fund higher-than-anticipated FY 2019-20 operations, maintenance, and capital equipment replacement costs, and 3) Transfer $46,750 for FY 2019-20 from General Fund, Fund 001, Other Financing Uses, Appropriation Unit CAO017, to Boronda County Sanitation District, Fund 156, Appropriation Unit RMA045. SUMMARY/DISCUSSION:
On June 30, 2020, the Board of Supervisors adopted a resolution approving the release of $46,750 from the Cannabis Tax Assignment, Fund 001, Balance Sheet 3123, as a loan, and the transfer of these funds to the Boronda County Sanitation District (BCSD), Fund 156, Appropriation Unit RMA045, to fund higher than anticipated operations, maintenance, and capital equipment replacement costs in FY 2019-20 (Attachment A-Board Resolution 20-234). However, the required language to increase appropriations in General Fund, Fund 001, Other Financing Uses, Appropriation Unit CAO017, and Boronda County Sanitation District, Fund 156, Appropriation Unit RMA045, and to transfer the funds was not included in the report’s (Attachment B-6/30/20 Board Report) recommended action nor adopted resolution. Today’s recommendation requests the Board adopt a resolution adding this required language to correct the administrative oversight and effect the necessary appropriations increase transferring the approved loan funds to the Boronda County Sanitation District (BCSD). Without this required direction to the Auditor-Controller, the funding transfer approved on June 30, 2020, cannot be completed, and BCSD remains without sufficient funding to cover outstanding FY 2019-20 expenditures.
OTHER AGENCY INVOLVEMENT:
The interfund loan agreement for the requested funds has been signed by BCSD and the Chair of the Board of Supervisors. The Auditor-Controller’s office will transfer the approved funds upon receipt of the adopted resolution containing the required language to effect the transfer.
FINANCING:
On June 30, 2020, the Board approved a loan for the BCSD from the Cannabis Tax Assignment to fund higher-than-anticipated FY 2019-20 operations, maintenance, and capital equipment replacement costs. Approval of today’ recommendation adds the language required for the necessary budgetary and financial transactions to be completed per the Board’s June 30, 2020 direction.
