RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No. 1 with Bay Area Community Services (BACS) adding $500,000 for a new contract total of $2,000,000 to continue operating the Salinas Housing Advancement, Resource, and Education (SHARE) Center, extending the term by two (2) months, for a new term of July 18, 2023 through August 31, 2024; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this amended Agreement where the total amendments do not exceed 10% ($200,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $2,200,000.

 

SUMMARY/DISCUSSION:

The Salinas Housing Advancement, Resource, and Education (SHARE) Center, located at 855 E. Laurel Drive, Salinas is a joint venture between the City of Salinas (City) and the County. Bay Area Community Services (BACS) has been serving as the operator since its grand opening on May 28, 2021. The SHARE Center serves approximately 100 local residents experiencing homelessness and provides services in a housing navigation center model, including emergency shelter and wraparound services with a Housing First approach. Data detailing service activities, occupancy, and outcomes is captured daily through the Homeless Management Information System (HMIS). The goal for SHARE Center residents is for them to exit into permanent housing. The County and City share the costs of operating the facility as agreed in a separate MOU.

 

The City, in collaboration with the County, is in the process of selecting a new operator for the SHARE Center through a Request for Proposals (RFP) with a target date of the new operator being in place September 1, 2024. This amendment allows for the continued operation of the SHARE Center by BACS until the new operator can assume operations of the program and facility.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.

 

FINANCING:

Amendment No. 1 is funded with Homeless Housing, Assistance and Prevention program Round 4 allocation. Sufficient appropriations and revenues are included in the Community Programs Fund 001, Appropriation Unit SOC004 FY 2024-25 Adopted Budget.

 

This venture is a partnership with the City of Salinas where both parties use multiple funding streams to support the operational agreement. The County and City have agreed to continue the cost sharing plan to support the SHARE Center. The County will pay an additional two months for BACS and the City will pay the initial two months for the new shelter operator. Afterwards, the County and City will continue to jointly share the costs of operating the SHARE Center.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The agreement correlates with the Health & Human Services and Administration Strategic Initiative adopted by the Board of Supervisors by working towards the goals of the Lead Me Home 5-Year Plan to Reduce Homelessness by coordinating services to individuals and families experiencing homelessness.
