Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of the Information Technology Department to execute a non-standard agreement with The Corporate Executive Board (CEB) for subscription services to IT analysis and access to industry standard practice documentation and technical training for IT staff as needed, for the term of August 26, 2017 through August 25, 2019 in the maximum amount of $48,000;

b. Accept non-standard contract provisions as recommended by the Director of the Information Technology Department; and

c. Authorize the Director of the Information Technology Department to sign, subject to County Counsel review, two (2) future amendments to this Agreement, where the amount of each amendment does not exceed the original cost ($48,000) plus ten percent ($4,800) for a total of $52,800 per amendment, and where the amendments do not significantly change the scope of work and do not alter the non-standard terms of the Agreement.

 

SUMMARY/DISCUSSION:

CEB provides access to the latest Information Technology (IT) analysis and evaluation of the latest industry standard trends. Additionally, CEB provides the documentation and training against those trends and practices as needed for County IT staff. These services provide the staff with the necessary skills to facilitate countywide implementation of solutions and products essential to the ever-changing IT environment which directly improves IT services provided to county departments as well as the public.

The Information Technology Department (ITD) has subscribed to CEB services since April 2014 and has benefited directly through the quick and timely implementation of tools and practices already tried and proven by industry experts. Through the continued use of this program, ITD will continue the modernization of the technology environment throughout the County, resulting in greatly improved, effective and efficient delivery of services County-wide.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the proposed Agreement and cannot approve the following terms: mutual indemnification; non-standard confidentiality provisions; non-standard royalty provisions; non-standard royalty provisions; ability of vendor to transfer personal data of County users to purchasers of its business; and limitations of the type of and amount of damages available to the County.  Risk does not approve non-standard indemnity provisions.

 

FINANCING:

The cost of this agreement is $48,000, of which $24,000 has been included in the FY17-18 Recommended Budget for the Information Technology Department, ITD 1930, Unit 8439, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Utilization of the resources of CEB’s network of progressive IT practitioners will enhance data sharing across all of the Board’s Strategic Initiatives, as well as allowing staff to focus on improving service delivery processes which will result in cost savings, quicker delivery of services, and targeted solutions designed to enhance the lives of the residents of the County.
