RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Substance Use Disorder Treatment Services Agreement A-15296 between the County of Monterey and Community Human Services retroactive to July 1, 2022, for the provision of alcohol and drug recovery services adding $421,817 in Fiscal Year (FY) 2022-23 for a new total Agreement amount not to exceed $9,233,716 for a term of July 1, 2021, through June 30, 2023.
SUMMARY/DISCUSSION:
The County currently has a two-year Agreement A-15296 for a current contracted dollar amount of $8,811,899 with Community Human Services. This Amendment is retroactive to July 1, 2022, in order to update Narcotic Treatment Program (NTP) and Medication Assisted Treatment (MAT) rates as published by the California Department of Health Care Services (DHCS) and increase funding for these NTP and MAT services for additional services to be provided in FY 2022-23. This Amendment is retroactive to July 1, 2022, due to the negotiation of increased service delivery and an update of rates published by DHCS for this FY 2022-23.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
This Agreement is funded by 48% Federal Substance Abuse Block Grant (SABG), 34% Drug Medi-Cal, and 18% AB109 funding. The funds for FY 2021-22 are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2021-22 Adopted Budget. The funds for FY 2022-23 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2022-23 Adopted Budget. Approval of this action has no impact on the County General Fund.
