RECOMMENDATION:
It is recommended that the Board of Supervisors:
Amend approved Program Funding List to add and delete programs and correct program names for which Director of Health or designee are authorized to execute on behalf of the County of Monterey standard agreements, and any amendments thereto, for continued funding from local, State, and Federal agencies for designated programs.
SUMMARY/DISCUSSION:
On July 22, 2014, this Board authorized the Director of Health or designee, to execute on behalf of the County of Monterey standard agreements, and any amendments thereto, for continued funding from local, State, and Federal agencies for designated programs and to sign subcontractor agreements associated with our continued funding agreements for designated programs. Programs and their associated agreements were identified in an "Attachment A- Program Funding List" to the Board Report.
Subsequent to this action, Health Department/Administration received changes that were inadvertently not incorporated into the "Attachment A-Program Funding List" when it was presented to the Board of Supervisors in July. Consequently, it has become necessary to return to request approval to amend the "Attachment A-Program Funding List" to include those agreements and program changes that were not previously incorporated.
The Health Department would like to add additional programs to the "Attachment A- Program Funding List" for 2014:
· Research Triangle Institute - STRYVE
· Central California Alliance for Health - Memorandum of Understanding with Monterey County Mental Health Plan
· Central California Alliance for Health - Primary and Specialty Managed Care Services Agreement
· Calif State Dept of Health Care Services - Medi-Cal Outreach & Enrollment
· Calif Dept of Public Health - Safe Routes to School
· First 5 Monterey County - F5MC Trauma Services Program
· Monterey County Office of Education - Headstart Program
The Health Department would like to delete programs to the "Attachment A - Program Funding List" for 2014:
· Calif Dept of Public Health Hospital Preparedness Program
· Calif Dept of Health Care Services Projects for Assistance in Transition from
Homelessness (PATH)
· Calif State Dept of Mental Health Projects for Assistance in Transition from Homelessness (PATH)
· Calif State Dept of Health Care Services Substance Abuse and Mental Health Services Administration (SAMHSA) Community Mental Health Services Block Grand (MHBG)
The Health Department would like to correct program names included on the "Attachment A-
Program Funding List" for 2014:
· Calif State Dept of Conservation (Under CalRecycle)
· Calif State Dept of Fish and Game Wildlife - Local Assistance Grant For Area Oil Contingency Plan
· Calif State Dept of Mental Health Care Services - Managed Care/Mental Health Plan Agreement
· Calif State Dept of Mental Health Care Services - Performance Agreement: Mental Health Services Act (MHSA); Projects for Assistance in Transition from Homelessness (PATH); Community Mental Health Services Grant (MHBG); and Realignment Funds.
· Calif Dept of Public Health - Public Health Preparedness Plan/Pan Flu Hospital Preparedness
· Calif State Dept of Fish and Game - Wildlife Water Testing
Continued support and approval by the Board for this recommended action would allow the Director of Health or designee, to continue to submit the approved resolution as authority to sign, submit grant applications and grant agreements to renew funding for those designated programs without having to request Board approval for each grant application/agreement. This will significantly reduce the number of board reports submitted for approval annually and will expedite the process.
The Department will continue to present amendments to the final grant agreements that require adjustments to the Final County Adopted Budget for changes in appropriations, revenues, and/or positions, to the Board for approval.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management and the Auditor-Controller agree with the process and will continue to review each grant agreement before the Department signs and submit the agreement to the funding agency.
FINANCING:
The majority of appropriations and revenues related to Attachment A have been included in the Health Department's FY 2014-15 Adopted Budget. Adjustments in appropriations, revenue, and/or position count will be submitted to the BOS for approval as necessary. There will be no new General Fund Contribution resulting from this action.
