RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to accept a donation of $10,000 as a Beneficiary of the Martha K. Clark Living Trust; and
b. Approve and authorize the Auditor-Controller's Office to incorporate approved appropriation and revenue modifications to the FY 2012-13 Budget, 5010-SOC005-8262, in the amount of $10,000  (4/5th Vote).
 
SUMMARY/DISCUSSION:
In 2012, the Department of Social Services (DSS) was named as a Beneficiary of the Martha K. Clark Living Trust (Trust), and on April 9, 2013, received a distribution from the Trust in the amount of $10,000, to be used for “the child abuse programs of the Department of Social Services, County of Monterey.”  DSS is recommending that we transfer the funds to The ACTION Council of Monterey County - Best Friends Fund to administer.
 
The Best Friends Fund (BFF) was established in 1993 by Family and Children's Services Division, to be used for children and youth receiving child protective services.  The mission of the BFF is to provide positive life experiences and new opportunities for abused, neglected and at-risk children and youth of Monterey County by purchasing items and activities, not available through community resources, which build self-esteem, enhance personal growth and ethnic identity, reduce family stress and/or meet basic needs.  Funding for the BFF comes from generous grants from local foundations, fundraising events, and donations from community organizations, businesses, private individuals, staff and The Hilde Pope Endowment Fund.  The BFF is fiscally administered by the ACTION Council of Monterey County.

FINANCING:
This Board Report is for the purpose of accepting and acknowledging this generous donation provided by the Martha K. Clark Living Trust.  DSS recommends increasing appropriations and revenues for this donation.  Approval of this action has no impact on the County General Fund.
