RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to:

a. Execute a Standard Agreement between American Medical Response and the County of Monterey for standby ambulance medical services for race events and track rentals for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2023, through December 31, 2024, for an amount not to exceed of $900,000.

b. Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $90,000, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval.  Whereas the total aggregate amount of this agreement will not exceed $1,170,000.

 

SUMMARY/DISCUSSION:

American Medical Response (AMR) is the County of Monterey’s authorized ambulance service provider and has been providing unique and comprehensive services required for racetrack rentals and events to Laguna Seca Recreational Area.  AMR’s services include but are not limited to

advanced life support ambulance medical standby and crew(s), who provide first aid, emergency care, and, when necessary, medical transportation within the scope of their licensure. 

 

Staff requests the Board of Supervisors approve the proposed Standard Agreement (Attachment A) and authorize the Monterey County Laguna Seca Representative to execute the Agreement and up to three (3) future amendments where the total amendments do not exceed ten percent (10%), or $90,000 of the Agreement amount and do not significantly change the scope of work. 

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the Agreement as to form and fiscal provisions, respectively. The office of Risk Management reviewed and approved the insurance coverage and limits.

FINANCING:

The cost of the contracted services provided by AMR is not to exceed $900,000 for the term of the Agreement.  There is sufficient funding in the Fiscal Year 2022-2023 Adopted Budget of LSRA Fund 453, Budget Unit 8579, Appropriation Unit PFP067. Future budget requests will include sufficient appropriations for Fiscal Years 2023-24 and 2024-25, respectively.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Strategic Initiatives for Health & Human Services and Public Safety.  Use of AMR’s services provides essential first aid, emergency care, and medical transportation for Facility users and the general public during track rentals and spectator events.
