Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:
a. Authorize the County Administrative Officer or his designee to sign an amended Memorandum of Agreement with the City of Salinas, as well as the joint application and all related documentation on behalf of the County as may be necessary, for the Federal Government Justice Assistance Grant (JAG) Program for FY 2015-16 in the amount of $14,807.00 for the County share of the grant, to purchase computer equipment and software for the District Attorney’s Office; and

b.  Request the Board of Supervisors accept the terms of the JAG Grant as detailed in the documentation provided by Department of Justice Grant Award; and

c. Authorize the District Attorney to certify and otherwise execute all documents necessary to receive the Grant Funds on behalf of the County.

 

SUMMARY/DISCUSSION:

The Monterey County District Attorney’s Office has the opportunity to continue to obtain direct grant funds under the U.S. Office of Justice Planning, Edward Byrne Memorial Justice Assistance Grants (JAG) Program.  This would be the second year of applications and receipt of such funding by the County.  This is an opportunity to continue to receive funds for the purchase of new computers and software, which funding is not otherwise available in the District Attorney Office’s budget.  No matching funds are required for acceptance of this grant funding.  The requested action is part of a continuing cooperative arrangement with the City of Salinas and the County of Monterey to secure this type of funding, in accordance with the requirements of the JAG grant program. 

 

This action was previously presented and approved by the Board in August 2015, file ID 15-0864, No. 42; however the grant application and MOU documents prepared at that time mistakenly referred to Sheriff’s Office instead of the District Attorney’s Office as the recipient of the funds for this fiscal cycle.  In addition, the City requested that the attachments to the MOU be modified from the earlier version.   It is requested that the execution and submission of corrected documents as necessary be authorized at this time to ensure proper receipt of the County’s share of the funds for fiscal year 2015/16.

 

In anticipation of the correction of the JAG Grant application and MOU documents, on August 17, 2015, the Federal Government awarded the grant.  A copy of that award and the conditions of such award are attached as an exhibit to this report.  In furtherance of acceptance of the current grant funds, it is requested that the District Attorney be authorized to submit all claims, documentation, and certifications that may be necessary for processing receipt of the funds.

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office and the City of Salinas support this action and are prepared to enter into the Amended Memorandum of Agreement and proceed with the acceptance of the Grant funds according to the Grant Award terms and conditions.

 

FINANCING:

There will be no new net county cost to the County General Fund; this action was included in the FY 2015-16 budget in anticipation of the continued award of the funds.
