Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No.1 with Door to Hope, adding $271,673 for a new contract total of $772,011 to provide Parents as Teachers (PAT) Program which provides parent education to families who are involved with, or at-risk of, child protective services intervention and creation and implementation of a Social Media safety class with no changes to the contract term; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to the amended Agreement where the total amendments do not exceed 10% ($77,201) of the amended contract amount and do not significantly change the scope of work, and do not to exceed the maximum aggregate of $849,212.

 

SUMMARY/DISCUSSION:

This agreement provides ongoing interactive parent education services to families in need of, or at-risk for child protective services intervention. These families fall within one of the following three categories:

1.                     Parents involved with prevention and early intervention services, including the County’s differential response program, currently known as the Pathways to Safety program,

2.                     Parents who are receiving Court Mandated or Voluntary Family Maintenance Services, and

3.                     Parents who receive Court Mandated or Voluntary Family Reunification Services.

 

Parents as Teachers (PAT) is a family education and therapy program for parents and their children. The program was founded on the belief that parents serve as a child’s first and most influential teachers, and that effective parenting during a child's early years builds a lasting foundation for success in school and life. Recently, Door to Hope was distinguished as a Blue-Ribbon Affiliate of PAT. This is a high achievement.

 

In addition, this agreement provides for the creation and implementation of a Social Media safety class for youth and caregivers referred through Probation, Family and Children’s Services, Children’s Behavioral Health and Education.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor- Controller’s Office as to financial provisions. 

 

 

FINANCING:

This agreement is fully funded with Social Services Federal and State revenues, Community-Based Child Abuse Prevention American Rescue Plan (CBCAP ARPA) and Realignment funds. Sufficient appropriations and estimated revenues of $307,073 in Social Services Fund 001-SOC005 are included in the FY 2023-24 Adopted Budget and $464,938 has been included in the  FY 2024-25 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for families by providing interactive parent education services to families in need of, or at risk of, child protective services intervention.
