Title

a. Authorize the Director of the Information Technology Department to execute an agreement with EPS Enterprises Inc. (EPS) for cloud enablement professional services to improve the performance of Office 365 for the term of July 25, 2017 through July 24, 2018 for a total agreement amount of $23,750;

b. Accept non-standard contract provisions as recommended by the Director of the Information Technology Department; and

c. Authorize the Director of the Information Technology Department to execute order forms and change order forms as necessary to secure services as required by the County.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of the Information Technology Department to execute an agreement with EPS Enterprises Inc. (EPS) for cloud enablement professional services to improve the performance of Office 365 for the term of July 25, 2017 through July 24, 2018 for a total agreement amount of $23,750;

b. Accept non-standard contract provisions as recommended by the Director of the Information Technology Department; and

c. Authorize the Director of the Information Technology Department to execute order forms and change order forms as necessary to secure services as required by the County.

 

As more services are moving to the Cloud, EPS’s Cloud Exchange provides consistent and predicable transport services to and from the Cloud. The County Information Technology Department (ITD) will be utilizing EPS services to setup ExpressRoute, and virtual circuit bridging traffic from the colocation data center to Microsoft’s data center.  Enhancing access to cloud services is expected to enhance the performance of Microsoft Office 365.

 

ITD is also seeking, under a separate report, the Board of Supervisor’s authorization to execute an agreement with Equinix, LLC. for colocation of County technology infrastructure within an Equinix-hosted facility which will work in unison with this agreement to provide the County with full Office 365 services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel cannot approve this agreement due to the following non-standard provisions:  late fees imposed upon late payments; County responsibility for collection costs of delinquent payments; non-standard termination provisions; non-standard mutual indemnification provisions for infringement of intellectual property; limitations on warranty; absence of insurance provisions; and limitations on type of and amount of damages available to County.  Risk does not approve non-standard indemnity and insurance provisions.

 

FINANCING:

The cost of this agreement is $23,750, which has been included in the FY17-18 Recommended Budget for the Information Technology Department, ITD 1930, Unit 8436, Appropriations Unit INF002.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

ITD continues to align its technology with County’s goals and priorities by strategically investing in Cloud technologies such as Microsoft ExpressRoute and Equinix’s CloudExchange. The Equinix project will enable County to have consistent and predicable transport services to and from the Cloud, and therefore pave the way for the smooth transformation from on-premise to a Cloud-based technology infrastructure operation model.
